Scientific originality of the study is conditioned by the fact that conflict is considered as representation of social crisis that occurred during transition to New Economic Policy and also by the fact that the author reveals “liquidationist moods” and “syndicalist tendencies” among representatives of agencies and institutions. The research findings are as follows: the author identifies causes of interagency conflict, describes its features and shows ways to settle disagreements between the parties.
