Abstract
This article discusses about the development of management skills and leadership potential of the higher education institutions and these establishments play an important role in improving the quality of education, effective organization of scientific and innovative activities in the country. The introduction of an integrated electronic portfolio provides for the formation of an effective management system in higher educational institutions, self-assessment of the level of independent development of professional and personal qualities of management and teaching staff, improvement of the professional and managerial competence of personnel, based on statistical and variable programs aimed at the need for the development of professional and managerial competence of personnel, thus it becomes possible to define differentiated forms of professional development.
