Abstract

[Purpose] The study aims to analyze the key features and issues of place-based promise programs in the United States to get implications for local government scholarships and national scholarships for talented local students.
 [Methods] To achieve this goal, a case study methodology targeting a single country was used, and 30 programs were targeted.
 [Results and Implications] Based on the results of the research, policy implications for local government scholarships are as follows. First, simple eligibility requirements should be provided and all those who meet the requirements should be able to receive the scholarship. Second, supporting the living expenses should be provided to students. Third, scholarships should be provided to students enrolled in local universities. Fourth, in addition to scholarships, additional support should be provided to achieve career planning for students below high school level, college success, and employment after graduation. Policy implications for national scholarships are as follows. First, the income criteria should be removed from the eligibility requirements so that high school students can know whether they will receive the scholarship before they apply for university. Second, in the case of specialized selection, clear criteria for eligibility should be set and posted on the website. Third, all students who meet the requirements should be able to receive the scholarship.
