Abstract

The research proposes a methodical approach to the construction of complex organizational and technological systems, which implements the principle of weakening overdeveloped or weakening underdeveloped components at certain intervals of development. Based on the use of morphological synthesis in order to build a normative forecast of organizational and technological system in high-tech production requires the involvement of a wide range of specialists to solve the difficult problem of substantiating models of system components, as well as expert assessment at the stage of weakening areas of insufficient or excessive development of system components. The network state of the system is considered as the states of component balance, according to which it is still possible to ensure the fulfillment of the main task and components of the system for the maximum possible development. In this situation, both the conditions of external balance and the conditions of internal balance of the system are met, so that its components receive the maximum possible development. The state of maximum development of the components of the system in the conditions of allocation of fixed appropriations actually means ensuring the resource balance, i.e. compliance with the costs necessary for the development of the system in accordance with the appropriations provided.
