Abstract
The work is devoted to the issues of constitutional and legal aspect of responsibility of the head of the subject of the Russian Federation in case of emergencies of the regional level of response. The author has established that in case of dishonest fulfilment of the laws of the Russian Federation in the field of protection of population and territories from emergency situations the head of the subject of the Russian Federation bears not only disciplinary, administrative, civil, criminal, but also constitutional-legal responsibility. The author considers such measures of constitutional-legal responsibility which can be applied to the head of the subject of the Russian Federation at dishonest fulfilment of duties in the field of protection of the population and territories from emergency situations, as a reprimand of the President of the Russian Federation, a warning of the President of the Russian Federation and early dismissal by the President of the Russian Federation.
