Abstract
The article is devoted to the development of a methodology for assessing the quality of functioning of a socially significant branch of the Russian economy and its institutions. The principles of developing indicators for as-sessing the quality of functioning of institutions of a socially significant branch of the economy are presented. A toolkit is proposed, on the basis of which the value of the integral indicator for assessing the quality of func-tioning of an institution of a socially significant branch of the economy, as well as the value of the indicator for assessing the quality of functioning of the entire socially significant branch of the economy, can be calculated. It is emphasized that the presented methodology is grounded in the principles of adequacy, quality, objectivity, indirectness, and uniformity. The application of this methodology enables the objective identification of dynam-ic changes in the quality of functioning of the entire socially significant sector and its institutions from the per-spective of social utility and equity, thus facilitating state regulation. Particular attention is paid to healthcare and higher education as fundamental socially significant sectors of the economy of Russia, which have garnered heightened interest among researchers.
