Abstract
The article formulates a subjective view on the state of organization measures related to counteracting the threats of abuse of unmanned aircraft (on the example of the National Police of Ukraine). The author is a supporter of the legislative definition of the concept of unmanned aircraft as an aircraft designed to fly without a pilot on board, whose flight is controlled and control is carried out by a special control station located outside the aircraft. The types of unmanned aerial vehicles, the procedure for their use of airspace and its violation, the state of equipping the police with means of counteraction to such vessels, as well as the main methods and ways of counteracting them are considered. At the same time, the risk of abuse of the use of unmanned aircraft is proposed to be regarded as one of the dangers of a social nature, which is much more real than 10 years ago. Particular attention is paid to the lack of special methods to counteract this type of risk in the event of an attack on police buildings, special police stations, warehouses, archives, etc. It is stated that the current legislation contains a gap in the regulation of the organization of counteraction to the abuse of certain types of unmanned aircraft. Based on open sources, it is estimated that over the past 5 years including several state law enforcement and military institutions in Kyiv, Vinnytsia, Khmelnytsky, Rivne and Mykolayiv regions have necessary, experimental means of counteracting unmanned aerial vehicles. It is concluded that the state of the organization of anti-terrorist measures related to combating the risks of abuse of unmanned aerial vehicles requires in-depth study, legal and methodological regulation, as well as addressing the issue of revision of weapons and special equipment, approaches to protection of objects.
