Abstract
An approach to territorially localized innovation clusters as large-scale economic systems with an institutional component in their structure is developed in this paper. The approach is methodologically based on the G.B. Kleiner’s system paradigm according to which systems can be presented as a set of four elements – objects, environments, processes, and projects. Identifying institutions as systems allows incorporate the institutional component in the system paradigm. Taking into account the possibility for four-element representation of institutions as systems, the institutional features of such largest innovation clusters as Russian Skolkovo and American Silicon Valley are considered.

К настоящему времени сложился ряд различных взглядов на институты, семантически сильно отличающиеся друг от друга; общее между ними – разделяемое в той или иной степени многими авторами понимание важности институтов для социума и экономики, а также управления их развитием. Согласно которой системы можно представить в виде совокупности четырех элементов – объектов, сред, процессов и проектов [4], рав█но как на уподоблении институтов системам, что позволяет инкорпорировать институциональную составляющую крупномасштабной системы в системную парадигму наиболее «естественным» образом. Клейнера о возможности представления системы в виде множества из четырех элементов, обосновывается возможность идентификации институтов именно в качестве четырехэлементных систем.
