Abstract

The organization of integrated municipal waste management system at the regional level requires a preliminary assessment of the current situation to make principal decisions. The article explores the peculiarities of the development of such a system in the regions of Ukraine on the basis of an improved BiPRO methodology. The analysis of four groups of indicators is performed to characterize the following aspects: the compliance of the current situation with the waste management hierarchy, the existence and application of economic instruments according to the waste hierarchy, the existence and quality of proper network of treatment facilities and future planning of waste management indicators, the reduction of landfilled biodegradable waste from landfills. The most effective waste management system is found out to be in Ternopil, Kyiv and Mykolaiv regions. The worst situation is in Kherson, Zhytomyr, Zaporizhzhya and Odesa regions. Overall, municipal waste management system in Ukraine is at a low level. The most problematic issues are the following: the creation of modern waste management facilities for processing and recycling, and environmentally safe waste disposal sites, and the coverage of the population with waste collection services. The improvement of the waste management system should be ensured by the efficient and rational planning and forecasting of the main waste management indicators and their reflection in regional programs and plans, development of modern technologies and infrastructure of waste treatment and processing, balancing of financial and economic mechanisms, etc.
