Abstract

Approaches to modeling the management of regional systems are substantiated from the standpoint of including the concept of social solidarity as ensuring viability, the hypothesis of fractality, highlighting the causal signs of hierarchy, coherence, solidarity; changing the vector of strategic guidelines of the Russian border area, the functions of borders and the relevance of the “region-society” model. The contour of an alternative resilient logical model of regional management has been formed, including various aspects of involvement, creating a basis for the use of digital technologies
