Abstract

The article is devoted to historical aspects of the first domestic data exchange system (DES) creation with packet switching. The role and place of this system as part of an interspecific automated control system for strategic purposes are shown. There is considered systemic and organizational background for the construction of DES on the basis of message switching centers. The experience of creating ARPANET, the network with packet switching is presented. It is noted that the creation of DES was the result of joint efforts of ordering bodies of the USSR Defense Ministry, a leading industrial enterprise - the Scientific Research Institute of Automatic Equipment, as well as military scientific organizations, particularly the 16th Central Research Institute of Communications.
