Abstract
Currently, the issue of import substitution of software and the transition to domestic analogues is being actively discussed in Russia. The North-Western region of the Russian Federation, which is one of the key centers of the IT industry in Russia, has become the object of special attention in this matter. In this article, the economic and legal problems of software import substitution in the north-western region of Russia considered and the legislative framework and economic justification analyzed.
