Abstract
The article presents the key megatrends that determine the institutional conditions of socio-economic development of regions in the context of current modern challenges. Significant attention is paid to the issues of digitalization of public administration, as well as global urbanization processes. The key trends of increasing digitalization in the public administration system in the world, in Russia and its regions are traced, increasing uncertainty of all processes and dynamically changing conditions of public administration, business and social sector management are highlighted.
