Abstract
Based on the analysis, the article substantiates that there are disparities in the development of entrepreneurial activity within the sectors and regions of the Republic of Tajikistan. They are largely, in our opinion, a consequence of inconsistency of actions in managing the territorial and sectoral development of entrepreneurship. This problem is proposed to be solved by clustering. A conceptual scheme of a territorial- sectoral entrepreneurial cluster is proposed. Examples of clusters are given.
