Abstract

Nuclear power plants can be objects of sabotage by armed criminals. To counteract their actions, a physical protection system has been established at each power plant, which includes: a security unit, external response forces and engineering and technical means of protection.The vulnerability of the physical protection system of a nuclear installation from the attack of armed criminals is understood as the property of a physical protection system that determines the possibility of criminals sabotaging a nuclear installation.Engineering and technical means of protection are used to identify offenders or armed criminals. In the event of the operation of engineering and technical means of protection, the reserve group, which is separated from the guard, falls to the blocking point with the goal of detaining offenders or confronting armed criminals, including by fighting, before the arrival of the duty unit. The duty unit arrives to help in the time determined by the governing documents.From the moment the security signal is triggered to the arrival of the duty unit, the guard's personnel will independently resist the actions of armed criminals, so the vulnerability of the physical protection system of the nuclear installation in case of attack by armed criminals may depend on the strength and preparedness of the reserve group's personnel, the likely number of armed criminals, and the possible time of their confrontation.However, the random development of the battle, the uncertainty of the data on the number of criminals, their weapons and the design of actions give rise to the problem of predicting possible combat results of the reserve guard group and, as a consequence, determining the duration of the integrity of the object. Therefore, the aim of the article is to develop a methodology for assessing the vulnerability of the physical protection system of a nuclear installation against the attack of armed criminals. The article describes a method for assessing the vulnerability of the physical protection system of a nuclear installation against the attack of armed criminals, in which, with the help of the mathematical apparatus of Markov processes with continuous time and discrete states and an incomplete queuing system, it is possible to predict the result and duration of combat of guard soldiers with armed criminals, the combat order of the reserve group for the entire length of the blockage and incomplete accessibility armed criminals for shelling by servicemen.
