Abstract

The subject of the study is social support measures aimed at maintaining the well–being of families with children and increasing the birth rate in the regions of Russia. The purpose of the work is a comprehensive assessment of the sufficiency of existing federal and regional measures to support pregnant women during the period of expectation of a child. The relevance of the study is due to the demographic problems of modern Russia, which are manifested in a steady decline in the absolute number of births. The paper analyzes federal and regional payments to low-income pregnant women, reveals the relationship between the regional level of poverty and the proportion of children born in low-income families from the number of newborns in the region. In the course of the research, analytical methods, synthesis of statistical data, systematization, and classification of scientific conclusions made by other domestic researchers on this topic were used. The results obtained confirm the fragmentation of regional measures to support low-income expectant mothers, which is manifested in a significant spread in the amounts of payments made to them and, accordingly, in varying degrees of effectiveness of the assistance provided. The authors concluded that the most promising direction for the development of the social assistance system for low-income pregnant women is targeted payments designed to provide timely and adequate support to expectant mothers. A competent approach to designing such support measures, taking into account the regional characteristics of poverty and the demographic situation, can have a synergistic effect in achieving one of the most urgent goals of modern Russia — reducing poverty and changing the demographic situation in a favorable direction.
