Abstract

Introduction: in the context of modern challenges, the availability of tourism and recreation acquires is one of the key values including not only transport and logistics, institutional aspects, biomedical restrictions, but also the economic factor that determines the tourist activity of the population, the possibility of making tourist trips. Aims: to identify opportunities for organizing tourism and recreation for the population of ten Russian regions with the lowest average per capita income, taking into account economic constraints and the need to preserve the human potential of such regions. Methods: the study analyzes a vast array of data for 2018–2020 on indicators of socio-economic and tourist development as well as a tourist activity of the population. Results: the research revealed that the studied regions differ in terms of socio-economic and tourist indicators, having significant differences in the possibilities for the implementation of tourist and recreational needs by the local population. Conclusions: the low average per capita income of the population of these regions do not allow to fully realize the recreational needs of the local population through outbound tourism (international and domestic), to restore and maintain the physical, emotional strength of a person, to preserve human capital, for that need to use regional tourist and recreational opportunities. The potential of the natural, cultural, historical and event potential of the regions has high importance.
