Abstract
The main purpose of the study is to study trends in the development of rural healthcare and assess its organizational stability in the post-crisis period in comparison with the possibility of risks of organizational destabilization. The article summarizes the theoretical provisions recognized by the international scientific community on the risks of destabilization and the formation of mechanisms of organizational stability and subsequent sustainable development of complex systems in conditions of uncertainty. In application to the goals and objectives of the conducted research, some theoretical provisions were concretized within the framework of interdisciplinary approaches by I. Prigozhin and I. Stengers; I. Ansof on the possible occurrence of risks of organizational destabilization during the transition of rural health care to the postcovid stage. Based on the study of trends characterizing the organizational stability of rural healthcare, the current state of rural healthcare is assessed in the article as organizationally unstable. Health policy in the field of rural healthcare has been defined as subject to long-term organizational risks. The analysis of statistical information confirmed the conclusion that the trends of destabilization of the material, technical and personnel component of rural health care continue to operate at a somewhat slow pace in recent years, and attempts to stabilize the situation in some rural areas were assessed ineffective in the article. The practical result of the article, which can be applied in management activities, was the conclusion that the state of organizational instability of rural healthcare implies the emergence of significant risks of its further destabilization in the post-crisis period and needs measures to identify and eliminate them.
