Abstract

The actual problems in the Donetsk People's Republic associated with the low level of implementation of the recreational needs of the population and the loss of the huge part of tourist infrastructure as a result of the military conflict with Ukraine are analyzed in the article. The prospects for increasing the region tourist and recreational potential through the return of territories temporarily occupied by the Ukraine Armed Forces, and the relevance of developing an effective mechanism of public-private partnership for the prompt restoration of the destroyed and the creation of a new tourist and recreational infrastructure are substantiated. The article considers the DPR natural tourist and recreational resources and substantiates their importance in the development of the internal regional tourism (for the future). The Russian experience of implementing complex projects of public-private partnership in the field of tourism and hospitality is studied on the example of special economic zones of the tourist and recreational type. The analysis of the volumes and sources of investments made in their development showed a low share of private investments, which makes it important to search for effective forms of public-private partnerships that make it possible to more effectively attract private investments in the tourism and hospitality sector. The expediency of creating a special economic zone of a tourist-recreational type along the DPR Azov coast, Zaporozhye and Kherson regions (after the completion of the special operation) is substantiated. The conducted SWOT analysis of the tourist and recreational potential of the Donetsk People's Republic made it possible to substantiate a set of measures to restore / create infrastructure in the field of tourism and hospitality based on the introduction of an effective mechanism of public-private partnership.
