Abstract

The State civil service requires constant improvement, taking in to account the changing tasks of the state in the course of historical development. One of the elements of the state civil service is the system of the Ministry of Defense of the Russian Federation. The article is devoted to the study of the features of the civil service in the Ministry of Defense of Russia, in contrast to the structures of the civil sector. The essence of the authors’ approach to the study of the lagging links of the system is the integration of employees into the team from the standpoint of assessing the qualitative parameters of the model, which most fully characterizes the non–equilibrium problem situation of training civil servants in power structures, in particular the Ministry of Defense of the Russian Federation.
