Abstract

The article views the coastal position to be a natural competitive advantage for all coastal regions, and the maritime economic complex can become one of the central ‘supporting frameworks’ that can overcome the negative phenomena generated by geo-economic turbulent dynamics in the modern world. The preservation and development of cross-border clusters in border and coastal regions is equally important for maintaining international production, trade and technological ties, since their formation is based on self-organizing and self-regulating mechanisms that can ensure market efficiency. The study analyses clustering and cluster projects in maritime and related industries in all coastal regions of Russia, identifying only several cross-border clusters. Giving the review of the main strategic documents regulating maritime sectors’ development in Russia, the research points out the need for systematic, multi-level and consistent measures to support and regulate the formation of cross-border maritime clusters in modern Russia.
