Abstract
In the article the authors examine the place and role of the prominent Russian lawyer and politician S.A. Muromtsev in the formation of Russian representative authority and parliamentary traditions. The authors analyze his role both in the theoretical preparation of the State Duma regulations project (“Nakaz”) and its practical realization in the procedures of the first Russian parliament.
