Abstract

In the article, based on a comparative analysis of the content of the concepts «intellectualization» and «professionalization», the inseparability of these concepts is demonstrated, of which the first concept is a formative asset, and the second is the expected consequence, which is an increase in the professionalism of employees of local self-government bodies of territorial communities of Ukraine. As a result of this analysis, a logical and grapho-analytical model of the professionalism of employees of a local self-government body as an elementary carrier of intelligence (IEN) was proposed, the mandatory conditions for the effective and efficient use of which are the employee's possession of thinking technologies (TMEN), technologies of involving other people's intelligence into cooperation (TZEN), as well as digital technologies and equipment, including artificial intelligence (ТАІ). This approach opens up the possibility of creating and using a new model of professionalism, focused on the continuous development of the intelligence of managerial personnel based on a person-oriented approach to the intellectualization of their work, taking into account the peculiarities of the individual intelligence of each individual and arming it with modern digital technologies for the formation of professional suitability, competence and experience.
