Abstract

The authors in the article discuss J. Nye's concept of «soft power» and the tools of influence of the culture of one state on another state. The purpose of this influence is to provide the most favorable conditions for negotiations between states, as well as to facilitate interaction between them. The authors consider the basis of intangible influence of one state on another, as well as the difference in approaches to the understanding of the concept of «soft power» between domestic and foreign experts. For example, the identification and formation of the concept of so-called «acute force» – as a development of the ideas of «soft power» J. Nye. The authors examine examples of the Russian Federation's use of the concept of «soft power» in relation to China at the turn of the 20th and 21st centuries and also examine the history of the relationship between Russia and China, international treaties on cooperation and organizations aimed at expanding cooperation between China and Russia (such as the «Russian world» foundation on the Russian side and the Confucius Institutes on the Chinese side). The authors consider the areas in which the concept of «soft power» was used to improve interaction and interpenetration of cultures of the two countries, identified their main characteristics of this interaction: expanding the scope and scale of cooperation in education, sports, medicine, science, film and culture, which helped to strengthen the interaction between the countries in political, economic and cultural terms, changing the content of this interaction from confrontation to compromise, highlighting the cultural characteristics of the n For example, it was revealed that in the interaction with the PRC from the Russian Federation are used only the tools of «soft power», without the use of «hard power». The analysis of interaction between Russia and China at the turn of the century revealed the existing problems of interaction and made it possible to make a forecast of their development. The article may be useful for businessmen and regional scientists who are engaged in the problems of Russia – China interaction.
