Abstract
The article analyzes the intermediate results of the implementation of socio-economic development strategies in the Astrakhan, Volgograd and Rostov regions. The relevance and novelty of the study is related to the assessment of changes in these regions, based on the planned values of their development indicators for 2022. The research methodology was project monitoring, based on the use of control points during project implementation. To apply the strategy, a range of indicators that can be used as control points, as well as the planned and actual periods for their measurement, were studied. The specifics of updating strategies carried out in 2022 are considered, a comparison is made of the regional indicators of strategic goal setting used; alternative options for using project monitoring - detailed, integral and mixed - are proposed, their advantages and disadvantages are highlighted. For 2022, a detailed analysis of the implementation of the socio-economic development strategy for the Astrakhan and mixed ones for the Volgograd and Rostov regions was carried out. It was revealed that in conditions of high uncertainty of changes in external and internal factors of the functioning of the constituent entities of the Russian Federation, strategies are constantly updated. The Ministry of Economic Development of the Russian Federation recommends introducing new indicators that largely reflect those used to assess the implementation of regional projects. Statistical data for monitoring has not yet been provided in full and therefore it is not possible to fully assess how the indicators planned for a given period have been achieved, which significantly reduces the feasibility of yearly calculations of indicators for the implementation of strategies. The article substantiates measures aimed at increasing the role of socio-economic development strategies in territorial transformation.
