Abstract

Relying on archival materials and publications in the “Vozhaty” magazine, the author discovers the peculiarities of the first rural pioneer detachments formation in the USSR. Villagers’ distrust to the Young Pioneer Organization, their belief that Young Pioneers’ activity is of no practical value, financial difficulties - all these factors prevented the development of the children’s organization in the countryside. To stimulate its activity, theoreticians and experts of the pioneer movement proposed a well-considered, premeditated approach accentuating voluntary participation and focused on the interests of rural children and their parents.
