Abstract
Deployment of contemporary digital technologies creates new dynamics for the people, society and state and introduces considerable changes to the public administration system. Application of big data technologies significantly expands the opportunities for the development of new economic models, international cooperation and competition. However, increased involvement of people in the digital environment not only reveals new forms and methods of innovative administration of the state but is also associated with serious constitutional risks and threats for the state sovereignty. Consecutive constitutionalization predetermines efficiency of implementation of constitutional laws and activities of public government authorities. Efficient public administration of the digital environment can be reached through development of a high-quality regulatory framework characterized by relative stability and constitutional orientation.
