Abstract

This study was intended to present policy implications by analyzing the Special Protection Plan of Spain to establish management of historical and cultural with both heritage preservation and urban regeneration considered. Toledo and Alcala de Henares were selected for the study, and their related systems, related guidelines and plans were analyzed. The implications elicited are as follows. First, Spain is operating the Special Protection Plan based on the Spanish Historical Heritage Act as an management plan by linking urban planning. Second, the Special Protection Plan has to present designation of areas of regeneration for the residential improvement and the characteristics preservation standard of historic buildings along with the space management plan for public use of historical heritages. Third, there is a clear organization concept for preservation and management of buildings in the historic districts. Through this study, it is suggested that Korea should adopt integrated management of historical and cultural environment by partly revising the Cultural Properties Protection Law and National Land Planning and Utilization Act in the future.
