Abstract

The article proposes the author's simulation model, which allows the decision maker to solve the problem of locating fire and rescue units in the study area. The model is based on mechanisms for finding optimal routes for fire and rescue units to reach the call site. The software implementation of the model allows you to visualize the study area, divided into many fragments, with a view to covering it with fire and rescue units, taking into account the possible delivery time of forces and equipment. When estimating the time for delivery of forces and equipment to places of possible incidents, the influence of external factors, such as road junctions, one-way roads, crossings, statistical traffic jams and road repairs, was taken into account. 
 The study was conducted in the city of Saint-Petersburg. As a result of the modeling, it was revealed that to fully cover the city territory, three new divisions are needed, and their locations were determined.
