Abstract
The article considers the institutional environment of the strategic development of municipalities, which should include an assessment of the effectiveness and efficiency of regional functioning, based on the indicators of social, economic, economic and other activities of municipalities. The author's definition of the system of strategic management of the region is given, the place and role of municipal administrations in this process is determined. The trajectories of development in the context of the actualization of the goal-setting of strategic planning are proposed. A “route” of sustainable development has been built, starting from the economic category “municipal capital” to a tool for predicting long-term events using the “foresight” method. The diagonal trajectory of movement is shown, which implies the choice of the concept of strategic management through the assessment of the use of municipal capital, the use of the digital aspect of economic development, the development of a strategy for the socio-economic development of the municipal system (administration) of the region.
