Abstract

PURPOSE. The problem of ensuring constant readiness of fire and rescue equipment in operation in response units of EMERCOM of Russia is quite relevant to the activities of the ministry. Effective response to emergency situations and performance of other intended tasks is possible only via maintaining the equipment of units and institutions in a state of constant readiness. To do this, the maintenance and repair system must function effectively as an important component of the equipment operation system. METHODS. When developing organizational solutions, methods of comparative analysis of functioning features of the planned preventative and existing systems of technical maintenance and repair of equipment were used. The analysis of the state of the repair base of the units, the provisions of current departmental administrative documents on equipment operation was carried out along with the analysis of the challenging issues related to ensuring the constant technical readiness of responding units. FINDINGS. Disadvantages and drawbacks in organizing the existing system of maintenance and repair functioning are emphasized. Impossibility and inadmissibility of operating maintenance and repair system in the ministry according to the laws of market economy are given a detailed justification. Justification is also given for the feasibility of clear planning and financing of the activities of departmental repair units in order to be able to implement the annual production program to ensure the units technical readiness to perform their intended tasks. RESEARCH APPLICATION FIELD. The outcomes of the given research can be used as fundamental solutions when creating and organizing the functioning of a maintenance and repair system at the level of territorial management bodies of EMERCOM of Russia. CONCLUSIONS. The proposed organizational solutions will make it possible to significantly increase the technical readiness level of responding units of the territorial management bodies of EMERCOM of Russia, as well as the operational efficiency of firefighting units responding to extinguishing fires and eliminating consequences of other emergency situations.
