Abstract

In modern conditions, whenRussiacontinues aggressive actions againstUkraineusing various hybrid technologies, increasing the combat power of the Armed Forces and other components of the defense forces and enhancing their ability to effectively use and actively resist the aggressor is becoming increasingly relevant. The proper order of the defense review of the defense forces to enhance their reinforcement power is not yet standardized. The purpose of the article is to study the legal and organizational basis for the defense review of the defense forces and the substantiation of the relevant recommendations for their improvement in modern conditions for the development of an appropriate Strategy for the military security ofUkraine and other legal acts. The legal and organizational foundations of the defense review of the defense forces are defined by the Law ofUkraine“On the National Security of Ukraine” and other regulatory acts issued in its execution. For their effective implementation in the defense forces, they need a certain specification, methodological content and methodological support. The definition of uniform forms of documents should be developed and made available to the components of the defense forces by the Ministry of Defense for generalization and further decisions. Such Methodical recommendations on the organization and conduct of the defense review of the defense forces should be developed and approved by order of the Ministry of Defense in coordination with the leaders of the other components of the defense forces. In order to approximate the procedures of defense review of the defense forces in Ukraine with the principles and standards adopted in the armies of NATO countries, it is advisable to base them on the requirement to evaluate, first of all, the power and ability of the troops (forces) and means of the enemy. Further, it is necessary to raise the combat power of the Armed Forces of Ukraine and other components of the defense force to the required level, to strengthen certain possibilities for reliably confronting the aggressor, defending Ukraine and active defense, as required by the current Military Doctrine.
