Abstract
The quality of higher education is the most important factor and condition for providing the national economy with highly qualified and competitive staff. As the employers’ requirements to specialists are constantly growing, the university has to train students by anticipating the competences which will be demanded in the future. This article reveals the specifics of designing a strategic planning system development programme for universities on the example of Saint Petersburg State University of Aerospace Instrumentation. The article justifies the significance of priorities and goals of the university for social and economic development of the region and the state. Additionally, it emphasizes the need to understand the global problems of our time for the effective functioning of the university
