Abstract
The main theses of the concept of system management of the development of innovative and active production enterprises on the basis of safety orientation in a riskogenic environment are formulated. An appropriate theoretical-functional conceptual model has been developed, which describes the conditionally safe development of an innovatively active enterprise as a goal, process, and result. The content of the step-by-step system provision of conditionally safe development of the enterprise, which systematizes risk-generating changes in the operational process, maps the goals and objectives of development management, determines the levels of conditionally safe development and its corridor, determines preventive and compensatory measures and managerial influence.
