Abstract

Historical and current experience shows that only the presence of a developed defense sector and its main component – the armed forces, their readiness to build up were and will be a deterrent to any outside encroachment and the basis for policy to protect the national interests of any country in the world. The problem of quantitative and qualitative estimation of the personnel acquisition system of Ukraine's armed forces in the conditions of hybrid war (special period) is considered. The methodological approach of analytical estimation is solved by the method of embedded scalar combinations of the vector criterion using a nonlinear compromise scheme. Qualitative assessment is based on the Harrington verbal-numerical scale.It was established that the assessment of the personnel acquisition system of the armed forces depended on specific conditions, which developed taking into account factors such as the numerical strength of the personnel; number of full-time units; the state of the state where the military unit is located (the military administration); methods and principles of manning; availability of human reserves; the level of military education and the quality of training, retraining (advanced training) of servicemen, etc.
