Abstract

The Concept for the Development of the Security and Defense Sector of Ukraine (SDSU), approved by the Decree of the President of Ukraine, determines the need for joint use of military and non-military forces and means of the Security and Defense Sector. This provision determines the need to develop recommendations regarding the goals, principles, conditions and possible forms and methods (variants) of integrating the efforts of the forces and means available in the state in the interests of neutralizing threats of a military nature (TMN), which determines the relevance of the publication.The purpose of the article is to develop practical recommendations for integrating the efforts of military and non-military entities of the security and defense sector ofUkraineto neutralize threats of a military nature.Carrying out a set of measures to adequately counteract TMN, which have already become real, requires the creation of an appropriate integrated potential, which is the most appropriate composition of the forces and means of the SDSU subjects capable of performing certain tasks. It is proposed to implement the planned activities according to a unified plan, as a rule, in the form of a special operation (campaign) to neutralize the identified (predicted) water resources management within the resources allocated by the state and non-governmental organizations.Given the nature of the threat, in relation to which the overall goal of integrating the efforts of the subjects of the SDSU is defined, it is proposed to build a system of goals. Such a set of goals will allow to link together long-term and short-term goals and to build a common strategy of counteraction.An important recommendation for integrating the efforts of military and non-military subjects of the SDSU system is to consider the sequence of making a management decision on the use of individual subjects of the Council in order to neutralize the TMN.The sequence of making management decisions to integrate the efforts of military and non-military subjects of the security system to neutralize threats of a military nature, developed using the method of adaptive management of the integrated potential to counter the detected (predicted) threat, essentially determines the method of distribution of tasks (activities) between military and non-military facilities and responsibility for their implementation without detailing at the level of individual subjects of the SDSU.The given recommendations on the formulation of the goal, principles, procedure for making managerial decisions on integration, as well as methods and forms of integrating the efforts of military and non-military subjects of the SDSU system to neutralize TMN, can be considered a further development of the methodology for ensuring the state’s military security.
