Abstract

The article attempts to specify the peculiarities of the implementation of municipal powers in the field of health protection and medical care to the population. Using the example of the implementation of public functions to prevent the spread of a new coronavirus infection, it was detected that local self-government bodies are not yet fully integrated into the system of a unified public authority. The study revealed the limitations of municipal powers exercised in countering the spread of infectious diseases, which in most cases consist in informing the population. Certain issues of the implementation of the powers of local self-government bodies during the in-troduction of a state of emergency as a consequence of the spread of infectious diseases have been studied. It is established that the formation of a system of interaction between various levels of public authorities, organizations and departments involved in the implementation of constitutional guarantees of affordable medical care has begun. The necessity of developing comprehensive municipal programs providing for the implementation of the constitutional powers of local self-government bodies to ensure the availability of medical care for the population is substantiated.
