Abstract
This article discusses the issues of improving social support measures based on the principle of targeting and the application of criteria of need and the effectiveness of state and municipal government. The methods of social support based on the use of extra-budgetary funds and digitalization platforms based on the Concept of digital and functional transformation of the social sphere, related to the field of activity of the Ministry of Labor and Social Protection of Russia, for the period up to 2025 are analyzed. The goals and methods of creating a unified Fund for pension and social insurance of the Russian Federation and its importance for the development of the social treasury system in Russia.
