Abstract

The article examines the volume of expenditures of the federal budget of the Russian Federation on national defense, national security and law enforcement, the rate of their change and their share in the total volume of federal budget expenditures for 2019-2023. and forecasts of budget financing of these areas for the planning period 2024-2025. An analysis of subsections of expenditures in the areas of “National Defense” and “National Security and Law Enforcement” over the past five years and for the medium term has also been carried out. It is concluded that the level of funding allocated from the federal budget for the areas under consideration, their dynamics in the last few years reflect the process, complexity and priority of fulfilling the tasks that the Russian Federation sets for itself. The values of the indicators under consideration clearly show problematic periods for our country, when Russia faced serious threats to its national security. This is the time of the fight against coronavirus infection in 2020 and the beginning of a special military operation in Ukraine in 2022. However, even during these periods, there were no sharp and fundamental changes in the volume of budget financing of the areas and types of expenses under consideration. There were also no shifts or redistribution of budgetary resources in the structure of expenditures on national defense, national security and law enforcement. This situation demonstrates the stability of the budget policy pursued by our state, its consistency and logic. Today, it is important to understand the need to continue the course of maintaining medium- term budget planning and orienting the budget process to the long term, as well as a clear awareness of the presence of new extremely serious threats and challenges to the economy of our country, its sovereignty and territorial integrity, and the seriousness of their influence on all spheres of activity of the Russian state , the catastrophic consequences of their spread, as well as readiness to adequately counter these challenges and threats.
