The geopolitical reality of the sanction opposition in the context of the need to study the foreign retrospective of import substitution: The experience of Brazil and India

The presented collective work, in accordance with the international classification, is a review article, the purpose of which is to consider the foreign experience of import substitution policy in the context of economic sublimation of the prospects for Russia's opposition to the Anglo-Saxon world's attempts to inhibit high-tech development and the policy of reducing the share of Russia's hydrocarbon economy, as well as in the context of the activation of centrifugal processes of a destructive nature aimed at the institutional foundations of the integrity of the Russian statehood.

The Rhetoric of Serials at the Present Time

The rhetoric of serials promotes invisibility, timelessness, and order, and prevents us from being able to think what we might want from serial publications, or whether we want serials at all. Serial rhetoric makes us cling to our ideas of what serials publishing should be and think of any publishing in terms of traditional print paradigms. These limitations corroborate, on the one hand, a fin-de-siecle rhetoric associated with electronic text (discussed in the essay), and tie in on the other with the publishing world's attempts to think of new ventures in term of established practices. Postmodern Culture has offered new models for pricing serials which attempt to rethink what we want from published work. These have not met with success partly because of another rhetoric, that of experimental media. This rhetoric is in some ways like the rhetoric of serials, so that when the two combine they doubly screen us from our alternatives. This essay explicates the paradigms that govern our perception of serials and calls for some sane measures for the immediate future.

Nuclear Proliferation and the Case of Iraq

On Thanksgiving Day, 1990, President Bush announced that Iraq might get nuclear weapons sooner than some experts believed, and from that time forward Iraq's nuclear capacity was repeatedly cited as a major justification for pursuing the use of force against Iraq. Assuming that Iraq's nuclear research facilities have surely been destroyed during the massive bombing assault that began on 16 January 1991 makes it important that everyone reexamine the possibilities of proliferation among third world and small countries, the international procedures for controlling proliferation, and whether Iraq had circumvented these procedures. The issue of whether Iraq was making nuclear weapons is not only important in itself, but gives examples of the pitfalls in the world's attempts to control, or at least slow, the proliferation of nuclear weapons among third world countries while at the same time allowing and even encouraging, their legitimate aspirations to acquire modem technology. I address four questions: Was Iraq making nuclear weapons? Is Iraq using facilities supplied by other nations for acquiring nuclear weapons? Were the three attempts by Israel to prevent the operation of the Osirak reactor necessary to prevent misuse of such technology? What are the implications for the world in these attempts?
