Introduction. Today, in the Russian Federation the authorities face the task of transition to domestic digital solutions at all levels of government. This issue is especially relevant in the conditions of economic sanctions. Theoretical analysis. According to the results of the analysis of the market of digital services that are used in the public authorities of the Russian Federation, we can conclude that in some categories there is still a dependence on the use of foreign solutions. Among such services messengers, video communication services and email clients were singled out. Empirical analysis. On the basis of the analysis, the author concludes that at the moment the issue of the use of a single messenger of Russian development by employees of government bodies has not been solved at the legislative level. Results. As a result of the analysis, to solve the problem, the author proposes to form unified technical requirements to messengers for the authorities, to approve the list of messengers and services authorized for use in the authorities for official communications, to establish a complete ban on the use of foreign messengers for official communications in the authorities and to approve the list of manufacturers of devices from which access to domestic messengers and services is allowed.

Digital Transformation in Omani Higher Education: Assessing Student Adoption of Video Communication during the COVID-19 Pandemic

The COVID-19 pandemic has influenced many fields, such as communication, commerce, and education, and pushed business entities to adopt innovative technologies to continue their business operations. Students need to do the same, so it is essential to understand their acceptance of these technologies to make them more usable for students. This paper employs the Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) to identify the factors that influenced students’ acceptance and use of different online communication services as the primary tool for learning during the COVID-19 pandemic. Six factors of UTAUT2 were used to measure the acceptance and use of video communication services at the Business College of the University of Technology and Applied Sciences. Two hundred students completed our online survey. The results demonstrated that social influence, facilitating conditions, hedonic motivation, and habit affect behavioral intention positively, while performance expectancy and effort expectancy have no effect on behavioral intention.

Communication Audio and Video Coding and Decoding Methods in Wireless Cooperative Communication Network

Wireless communication is ubiquitous in people’s daily life. As people’s requirements for wireless communication continue to increase, how to improve system performance has become a core issue that communication researchers pay attention to. Wireless cooperative communication is considered to be a key technology in the future communication system because it can provide better communication quality, higher system capacity, wider communication coverage, richer services, and high spectrum utilization efficiency. The proposed network coding can effectively eliminate the transmission bottleneck problem faced by wireless cooperative communication. The development of audio and video communication coding technology has increased the demand for audio and video communication services. The goal of audio and video coding is shifting from traditional storage applications to network transmission. Therefore, the audio and video coding technology for network transmission is being affected by academia and industry. The purpose of this paper is to study the communication audio and video codec methods in wireless cooperative communication networks and to understand the development status of audio and video codec by reading a large number of related documents. On the basis of the problem, relevant experiments are designed to conduct in-depth research. Experimental results show that this scheme can simplify the implementation of scalable coding, improve the coding efficiency of the enhancement layer, and improve the quality of the reconstructed video when the audio and video streams are truncated.

Аналіз та оцінка викладачами досвіду дистанційного навчання при вивченні графічних дисциплін

The article presents the results of a study that was conducted to analyze and evaluate the new pedagogical experience of teachers obtained in distance learning in the context of a global pandemic. According to the results of the survey, most teachers assess this period as more difficult than the period of traditional education, but they consider the experience gained as positive and useful for the future. The teachers noted the need to master modern digital tools suitable for distance learning (video conferencing and communication services, recording audio and video lectures, etc.), design and transform their lecture courses, methodological materials and all auxiliary materials for successful online learning. Teaching graphic disciplines, as well as a new look at the possibilities of social networks, instant messengers and the e-learning system of the Odessa State Academy of Civil Engineering and Architecture. At present, an urgent task is to comprehend this experience in order to understand its essence, identify positive and negative factors, determine the most effective technologies in terms of teaching disciplines by teachers and assimilation of material by students, predicting possible options for the development of the education system within the framework of not anti-pandemic measures, but during hostilities and after the introduction of martial law in Ukraine. This experience was very useful for the teachers of our country, because, despite today’s conditions, the educational cycle continues in some regions of the country. Teachers were asked questions about their psychological state in the initial period of online learning, when they had not yet gained some experience in this area, and questions about the experience, quality and achievements of the students and teachers themselves during distance learning. The opinions of teachers differed in assessing the degree of assimilation of educational material by students in the context of online learning. Most teachers believe that students have mastered the material at the same level as in full-time study, or even better; some teachers noted a decrease in this level. The need to ensure the appropriate quality of education requires finding ways to solve problems that arise in the process of distance learning in modern military and post-war conditions in Ukraine.

Перспективы использования видеоигр как средства позиционирования внешней политики Российской Федерации

The aim of this work is to assess the potential of using video games as a means of positioning the foreign policy of the Russian Federation. The research methodology is built by combining an expert survey with elements of descriptive analysis and case study. Within the framework of this study, 10 expert informal interviews were conducted using online video communication services. The author comes to the conclusion that video games have high potential in terms of being used as a resource for positioning Russia's foreign policy. A high degree of genre differentiation makes it possible to use them as a tool to influence the political perception of all segments of the target audience. Game genres, which are potentially attractive to a wide range of users who do not have a sustained interest in political topics, are the least resource-intensive. At the same time, within the community of gamers, there is potentially already formed consumer demand for a new product that belongs to familiar genres, but has an original storyline. The practical significance of the work lies in the development of specific recommendations that can be used in the framework of the program for the creation and promotion of appropriate video games. The theoretical significance is manifested through the possibility of improving explanatory models through the analysis of the revealed empirical material.

Google Meet Application as an Online Learning Media for Descriptive Text Material

The Covid-19 pandemic has resulted in all activities being carried out online from home, including teaching and learning activities. So the use of online-based platforms can be a solution to the learning process at this time continues to run smoothly. One application that can be used is Google Meet which is a video communication service. This study aims to explain the use of Google Meet in the learning process of Descriptive Text material in class 10 IPS 4 MAN 4 Jakarta, which includes the advantages and disadvantages that are felt in the implementation of learning this material using Google Meet. This research uses qualitative research with descriptive methods where the research results are obtained through observation and interviews which are then analyzed by describing them. The results of the study found that Google Meet is suitable for delivering Descriptive Text learning material while speaking practice for students in class 10 IPS 4. However, this media cannot be used to carry out written assessments so that other media is needed as an additional medium of taking written scores

Integrated satellite-ground post-disaster emergency communication networking technology

The reconstruction of the communication network is a precondition for the smooth implementation of rescue and disaster recovery after geological disasters. Although traditional post-disaster emergency communication equipment, such as emergency communication vehicles, satellite access stations and satellite communication terminals, to a certain extent, can solve communication problems, the firmware of them makes such equipment faced with difficulty in adapting to the complex disaster environment, limited network coverage and poor mobility of such devices. To settle those problems, we have proposed an integrated satellite-ground emergency constructed-network after disaster technology. The nodes of the network specifically including Mesh AP (access point) nodes and satellite portable stations, adopt a portable design which can be easily carried by the Network deployer and deployed to the corresponding location. The actual deployment test results of the multi-site network show that our technical solution can build a stable emergency communication network within 30 ​min and support multi-user access, on which users can carry out audio and video communication, file transmission and other services.

The 15th International Conference on Industrial Manufacturing and Metallurgy (ICIMM 2020)The conference was organized at the Nizhny Tagil technological Institute (branch) of the Ural Federal University (Russia). The conference has been taking place since 1990 every 2 years.The main aim of the conference was to improve the communication between scientists and industry representatives for the introduction of new ideas and technologies. In 2020 International scientific committee included scientists and practitioners from Italy, France, Germany, Belgium, Egypt, Kazakhstan, Russia. The main partner and co-organizer of the conference is EVRAZ-NTMK JSC – large metallurgical enterprise in Nizhny Tagil, which celebrated its 80th Anniversary in June 2020. The industrial partners of the conference are Danieli, Primetals, SMS Group, Horst Wiesinger Consulting, Paul Wurth, Mishima Kosan, Exolaunch GmbH, Iridium Ltd.Nizhny Tagil Technological Institute (branch) of the Ural Federal University was founded in 1944. Over the years the Institute has trained more than 14500 engineers. Now NTI is a large multidisciplinary higher educational institution in Nizhny Tagil. The departments of higher professional education train metallurgists, mechanical engineers, economists, IT specialists, mechatronic, electric drives and industrial automation, maintenance of equipment, civil engineering, deference industry engineers not only for the enterprises of the city, but of the whole Ural region.Unfortunately, in 2020, the world has found itself in the state of pandemia which is unprecedented. It has naturally had a dramatic impact on the science and education activities which have been switched to online mode completely. The conference was not an exclusion, and on the 18-th of June 2020 it was successfully conducted online. 25 selected reports were presented in real time via video communication service and all other reports were presented via virtual platform – Nizhny Tagil technological Institute (branch) of the Ural Federal University YouTube channel. Online presenters had 10 minutes interval for report and 5 minutes for Q&A session after report. Also, an opportunity for discussion using comments on the YouTube channel was realized by all attendees.About 400 attendees from the following countries have participated in the conference: Russia, Belarus, Kazakhstan, Kirgizstan, Tadzhikistan, Mongolia, China, Belgium, Egypt, Germany, Austria, France, Italy. 영상 커뮤니케이션 서비스 이용 시 거리감과 화질에 따른 사용자 경험 조사 -프로세믹스 이론과 사회적 현존감 이론을 바탕으로-

기술의 발전과 글로벌화에 따라 영상 커뮤니케이션 서비스 사용이 점차 증가하고 있음에도, 그 환경에 대한 연구는 미흡한 실정이다. 본 연구에서는 영상 커뮤니케이션 서비스에서 실제 면대면 대화와 같은 원활한 커뮤니케이션을 조사하기 위해 상대방으로부터의 거리(카메라로부터의 거리: 숏샷, 미디엄샷, 롱샷)와 화질(고화질, 저화질)에 따른 사용자 경험 조사를 하였다. 관련 이론과 선행연구에서 도출된 실재감, 친밀감, 거부감, 집중감, 공존감, 상호작용에 대해 참여자들은 실험물을 평가하였고, 그에 따른 이유를 파악하기 위해 심층인터뷰를 실시하였다. 일원배치 분산분석과 Scheffe 사후분석 결과, 6가지의 종속변수에서 각 거리(샷) x 화질이 모두 유의미한 결과가 나왔다. 연구에서 얻어진 분석 결과가 앞으로 영상 커뮤니케이션 서비스 활성화를 위한 환경개선의 기반을 다지는 기초 자료가 될 것으로 기대한다.

Highly Accurate Image Reconstruction for Multimodal Noise Suppression Using Semisupervised Learning on Big Data

Impulse noise corruption in digital images frequently occurs because of errors generated by noisy sensors or communication channels, such as faulty memory locations in devices, malfunctioning pixels within a camera, or bit errors in transmission. Although recently developed big data streaming enhances the viability of video communication, visual distortions in images caused by impulse noise corruption can negatively affect video communication applications. In addition, ${{sparsity}}$ , ${{density}}$ , and ${{multimodality}}$ in large volumes of noisy images have often been ignored in recent studies, whereas these issues have become important because of the increasing viability of video communication services. To effectively eliminate the visual effects generated by the impulse noise from the corrupted images, this study proposes a novel model that uses a devised cost function involving semisupervised learning based on a large amount of corrupted image data with a few labeled training samples. The proposed model qualitatively and quantitatively outperforms the existing state-of-the-art image reconstruction models in terms of the denoising effect.

Personal video delivery with rapid Raptor code decoder

Due to the growing popularity of Internet of People (IoP) and its impacts on human activity, it has quickly become an important research field and hot subject. Since one purpose of IoP is to connect people to people, personal live video delivery that has been popular recently can also be regarded as an important application of IoP. For improving the video quality of video communication services, Raptor code has been adopted in various broadband communication systems. In this paper, we propose a systematic Raptor code decoder based on the group parameters for a group of encoding symbols. For a Raptor code application that can frequently use one or several fixed source block lengths (i.e., the number of source symbols in a source block), we could produce the corresponding group parameters in advance and use them to decode the received encoding symbols more efficiently. For personal live video delivery scenario based on the IPTV delivery, the simulation results show that our decoder is faster than the conventional Raptor code decoder which is adopted by the DVB and 3GPP specifications.

Strategy of the Video Communication Services Quality Enhancement Based on the Filtration of a Video Stream Containing Snap-Insertions with Information Noise

Based on the performed image quality research, the given paper offers an information noise model in a video stream and an identification algorithm of the snapshots containing additional information. An identification procedure for the snapshots with information noise based on the integral brightness snaps image, correlation analysis of histograms and comparison of approximate polynomial indexes is presented. It is shown that a combined application of the developed procedure and technologies ensuring facile transformation of one image into another supports the available video communication services quality enhancement thus protecting users from various negative effects.

확장성을 고려한 Asterisk 기반 인터넷 전화 관리 방법

Abstract Internet telephony is an Internet service which supports voice telephone using VoIP technology on the IP-based Internet. It has some advantages in that voice telephone services can be accompanied with multimedia services such as video communication and messaging services. In this paper we suggested an Asterisk-based Internet telephony system which can be easily scalable. Most current systems use text files to manage their configuration: SIP users, dialplans, IVR service and etc. But we designed the management system which introduces database tables for efficiency and scalability. It also supports web-based functions developed by using Asterisk, Apache, MySQL, jQuery, PHP and open source softwares. Enhanced authentication for commercial video services

ABSTRACTThe advance in information technology has made video service a market with great commercial value. As an example, in‐vehicle infotainment has been introduced to vehicles with which customers can enjoy subscribed media services wherever they are. This paper investigates the authentication in commercial video services using a recently proposed protocol, the Sun–Leu protocol, as baseline. Several important security and performance requirements are revisited, including mutual authentication, anonymous authentication, one‐to‐many delivery, low communication cost and the security against replay attacks. We provide a detailed analysis of the Sun–Leu protocol against these requirements, based on which an enhanced authentication scheme is proposed. The new scheme is designed within the framework of the Sun–Leu protocol, preserves all merits of the original protocol and provides a higher level of security for video communication services. Video streaming over P2P networks: Challenges and opportunities

A robust real-time video communication service over the Internet in a distributed manner is an important challenge, as it influences not only the current Internet structure but also the future Internet evolution. In this context, Peer-to-Peer (P2P) networks are playing an imperative position for providing efficient video transmission over the Internet. Recently, several P2P video transmission systems have been proposed for live video streaming services or video-on-demand services over the Internet. In this paper, we describe and discuss existing video streaming systems over P2P. Efficient (delay tolerant and intolerant) data sharing mechanisms in P2P and current video coding trends are elaborated in detail. Moreover, video streaming solutions (live and on-demand) over P2P from the perspective of tree-based and mesh-based systems are explained. Finally, the conclusion is drawn with key challenges and open issues related to video streaming over P2P.

Design of Internet Telephony Network System using Open Source Softwares

Internet telephony is an Internet service which supports voice telephone using VoIP technology on the IP-based Internet. It has some advantages in that voice telephone services can be accompanied with multimedia services such as video communication and messaging services. Recently, the introduction of smart phones has led to a growth in social networking services and thus, the research and development of Internet telephony has been actively progressed and has the potential to become a replacement for the telephone service that is currently being used. In this paper we designed and implemented an Internet telephony network system which is developed by using Asterisk and open source softwares. It is developed on the linux system and has some features such as VoIP telephony service between SIP phones, voice mail, and call recording. It also supports web-based functions such as SIP users and server system management that is implemented by Apache web server and PHP programs. Afterwards, this system will be applied as VoIP network base technology for small sized companies and organizations. It will paly a role for encouraging companies to use open source softwares.

An Internet Telephony Recording System using Open Source Softwares

It has some advantages in that voice telephone services can be accompanied with multimedia services such as video communication and messaging services. Recently, the introduction of smart phones has led to a growth in social networking services and thus, the research and development of Internet telephony has been actively progressed and has the potential to become a replacement for the telephone service that is currently being used. In this paper we designed and implemented a recording system which records voice data of SIP-based Internet telephone's voice calls. It is developed on the linux system and has some features such as audio mixing of two in/out voice channels, live packet sniffing, and the ability to transfer mixed audio files to the log file server. These functions are implemented using various open source softwares. Afterwards, this VoIP recording system will be applied as a base technology to advanced services like a VoIP-based call center system.

A Novel JSCC Framework With Diversity-Multiplexing-Coding Gain Tradeoff for Scalable Video Transmission Over Cooperative MIMO

The multiple-input-multiple-output (MIMO) and cooperative communication are two state-of-the-art techniques to provide high-rate high-quality video communication services. By taking advantage of both techniques, this paper presents a novel joint source-channel coding (JSCC) framework for scalable video transmission over cooperative MIMO. In this framework, we first propose a cooperative MIMO architecture, which employs macro-micro power control strategy as a relaying protocol to determine the on/off mode of relays and the specific power allocation among them either by equal power amplification or by cooperative beamforming. Then, an unequal error protection structure is proposed to protect the video layers with different importance levels by concatenating the rate-variable low-density parity-check codes and diversity-embedded space-time block codes. Moreover, for the purpose of channel adaptation, the switch of space-time codes is designed to achieve different diversity and multiplexing tradeoff points. Finally, the JSCC algorithm integrated with diversity-multiplexing-coding gain tradeoff is proposed to optimize the resources of cooperative system to improve the transmission quality of scalable video. Experimental results demonstrate the effectiveness of our proposed schemes.

Introduction to the special issue on multimedia intelligent services and technologies

The rapid development of digital media technologies enables the emergence of novel media content types for eCommerce, eEducation, and digital entertainment. On the other hand, the advances in communication and microelectronics have led to a transition from traditional personal computer-centric to more intuitive human-centric information access modes and the embedment of computer systems throughout the natural environment. This type of computation is generally known as Pervasive or Ubiquitous Computing. It can also be referred to as ambient intelligence, or talking about media environments as ambient media. It allows a person to use a variety of devices and sensor networks seamlessly embedded throughout our daily life, such as personal digital assistant (PDA), smart electronics, sensors, as well as personal computer, to access those media contents. The combination of these two trends (emergence of media and pervasive computing) holds the potential of providing a user with seamless and ubiquitous access to rich and dynamic multimedia resources from anywhere and anytime. With the emergence of ubiquitous and pervasive computation, distributed devices embedded in the natural human environment are getting more and more intelligent. This enables more advanced multimedia services far beyond simple video streaming and communication services. These services are currently on the brink of emergence, and include, e.g., personalized media environments, smart homes, semantic locative media, and context aware computer systems. There are several new technical challenges for effective and appropriate content delivery to pervasive user-terminals. First, different users may have different needs. Nowadays, multimedia content is absolutely overabundant, while the portion of which a user really desired is rather small. Smart personalization techniques, where content is aggregated, either delivered in push and/or pull schemes are required. Second, pervasive end devices usually have various capabilities (e.g., screen size, color depth, video/audio codec, memory, CPU speed, and electrical power), and network connection and transmission bandwidth might be changing dynamically. Therefore, intelligent multimedia services are expected for efficient storage, search, filtering, adaptation, and presentation of media content, to deliver a ubiquitous and personalized media experience to end users. Multimedia intelligent services and technologies have attracted increasing interest in both industry and academia over the last decade. Submissions to this special issue come from an open call for papers as well as from selected papers presented at the 6th International Conference on Ubiquitous Intelligence and Computing (UIC-09) held at Brisbane, Australia, July 7–9, 2009.
