Problem Faced by the Farmers in Using Information Communication Technology Tools for receiving Rice Production Information

The facilitation of technology transfer to farmers plays a crucial role in enhancing agricultural productivity within the context of Bangladesh. In relation to this matter, a study was undertaken to evaluate the extent of problems faced by the farmers in utilizing Information Communication Technology (ICT) technologies for accessing rice production information. Data were collected from randomly selected 340 ICT tool using rice farmers of four selected districts of Bangladesh. The results indicated that majority (66.2%) of the rice farmers faced severe problem, compared to 27.9% and 5.9% of them faced moderate and low problem respectively in using ICT tools for receiving rice production technologies. Based on Standardized Problem Faced Index, top five severe problems were lack of ICT knowledge of farmers, high cost of internet packages, lack of training in using of ICT tools, high cost of ICT tools and required more time to learn using ICT tools. These problems may be minimized by providing necessary training to the farmers on using ICT tools for receiving rice production information, cost reduction of internet package and ICT tools, providing better internet connectivity, uninterrupted power supply as perceived by the farmers.

Civic Reporting Indicators and Biocultural Conservation: Opportunities and Challenges for Sustainable Tourism

Citizen science (CS) within sustainable tourism is an underutilized tool for biocultural conservation. The aims of this research integrate conceptual and applied approaches to situate post-positivist and interpretive paradigms within CS and sustainable tourism. The aims are fulfilled by the creation of the new Civic Reporting Indicators (CRIs), developed through analysis of the 174 Global Sustainable Tourism Council Destination (GSTC-D) criteria and indicators. It was determined that 114 indicators are perceivable audibly and/or visibly by untrained citizens. The rearticulation of GSTC-D criteria into the CRIs utilizes embodied perceptions and observations reportable by untrained visitors and residents. The CRIs are framed within ethical principles of research, CS, and sustainable tourism. The inclusion of interpretive paradigms within CS provides epistemological innovation that validates lived experiences and embodied knowledge, fostering agency and empowerment within sustainability narratives. The CRIs may harness end-user observations by utilizing information communication technologies (ICTs) to amass longitudinal and real-time data for smart, sustainable destination management and biocultural conservation. Engaging citizens through the CRIs has the potential to contribute valid observations that amass democratic, longitudinal, and cost-effective data. Designing accessible ICT platforms for destination management may enact civic agency and critical social reflection to democratize sustainability engagement.

Process Evaluation and Experience Sharing on Utilizing Information Communication Technologies and Digital Games in a Large Community Family Health Event: Hong Kong Jockey Club SMART Family-Link Project.

Background: Information communication technologies (ICT) are increasingly used in health promotion, but integration is challenging and involves complex processes. Large community health promotion events are often held but the experiences and processes have rarely been evaluated and published. No reports have described and systematically evaluated an ICT-supported health promotion event using digital games.Objective: We evaluated the development and implementation of a large community family health promotion event with ICT integration to promote family happiness with collaboration between academia (The University of Hong Kong) and the social (family) service sector, and collected feedback from participants and social service workers.Methods: We (i) conducted a systematic process evaluation, (ii) administered an on-site questionnaire survey on participant satisfaction and feedback, and (iii) collected post-event qualitative feedback from social workers on using new technologies, digital game design and overall experiences.Results: Fourteen digital games were designed and run in booths at the event by 12 non-governmental social service organizations and academia. Four gaming technologies were utilized: chroma key (green screen), somatosensory (kinect and leap motion techniques), augmented reality and virtual reality. 1,365 participants joined the event, in which 1,257 from 454 families were recruited and pre-registered through 12 NGOs. About 39.3% were male and more than half (53.3%) were aged 18 years and above. About 3,487 game booth headcounts were recorded. Games using virtual reality, kinect motion and green screen technologies were most liked. The average game satisfaction score was high (4.5 out of 5). Social service workers reported positive experiences with using new technologies in health promotion, and interests in future collaborations involving more ICT.Conclusions: Our systematic evaluation showed successful integration of ICT components in the health promotion event. This event, most likely the first of its kind, served as a capacity building and knowledge transfer platform for interdisciplinary co-sharing and co-learning of new technologies. It provided a solid foundation for further academic and social service partnerships and should be a useful model for similar community events and their evaluation. Further development and integration of ICT for health promotion among social service organizations with comprehensive evaluation are warranted.

Strategies of Diskominfo SP to Obtain Support to Create Website Based Online System for Kelurahan

In order to improve public service in village (kelurahan), the Local Government of Surakarta create innovation called website based online system (WBOS). The system is intended to facilitate interaction between village government and its citizens utilizing Information Communication Technology (ICT). It is created by the Department of Communications Information Statistics and Coding Service (Dinas Komunikasi Informatika Statistik dan Persandian/Diskominfo SP) and can be used to disseminate government information and publish the village’s potentials. In an effort to create the website, Diskominfo SP need to obtain support from kelurahan. This research is aimed at identifying encountered obstacles and strategies used to overcome it. The structuration theory of Anthony Giddens is employed to analyze the phenomenon and the Three Processes Model is used to elaborate the activities conducted by Diskominfo SP. The data is obtained by interviews and documentation study. The interviews are conducted with Diskominfo SP, web administrators, and local youth organization (Karang Taruna Kelurahan). The results show that the encountered obstacles are; limited number of personnels available in the village, limited number of personnels in the villages who master in computer science, the village’s personnels’ high work volume, and the limited opportunities to create innovation in villages. Meanwhile, the strategies used are making a simple web design, appointing web administrators from village official, local youth organization and SMEs community, conducting special training for web administrators, and inviting local communities to participate in enriching web content and web development.

The Development of Learning Evaluation Management in Utilizing ICT Systems in Primary School Around Banda Aceh City

This research study aims to design the development of a suitable learning evaluation management model in the utilizing of the Banda Aceh Primary School Information Communication Technology (ICT) system, to develop what learning evaluation management model is suitable for utilizing Information Communication Technology (ICT) systems level of Primary School in Banda Aceh City. Then aims to improve the performance of the development of learning evaluation management models in the utilization of the Information Communication Technology (ICT) system at the Primary School level in Banda Aceh, providing a place for relatively new developing lecturers/ research groups in research capabilities to be able to utilize the facilities and expertise, and adopt and imitate a good research culture from a group of researchers who are more advanced in other universities in carrying out quality research. The program also aims to build research collaboration between universities in Indonesia. The method used in this research is development research (research and development version of Borg and Gall, 1983). The expected benefits in this research study are that all teachers who teach at the elementary school level can use / utilize the Information Communication Technology (ICT) system in the learning process, this is to improve the quality of education at that level.

State civil service (ASN) resource management is an important part of state governance that aims to assist and support all human resources of state civil apparatus to realize their full potential as civil servants and citizens. One is the openness of public information described in the UU ASN and the Law on Public Information Disclosure (UU KIP). The implications of the application of the KIP Law to the public or the public are the opening of access for the public to obtain information related to the public interest. First, Information that must be provided and announced and Required Information Announced necessarily (easy to reach and easy to understand). Establishing characterized and proportional ASNs are various ways, namely: 1) State Civil Service Committee (KASN); 2) Utilizing information communication technology (ICT), which provides public information disclosure data to the public through the website; 3) Implementation of UU KIP; 4) need to be socialized both to public bodies and communities; 5) Public bodies are given space to establish, build, and develop institutional PPIDs in accordance with the characteristics of institutions of their respective public bodies; 6) The government should be able to optimize socialization and encourage public participation to be able to carry out information disclosure, as mandated by UU KIP. With these means are expected to realize the character of ASN and proportional that also amandat of UU KIP.

Trivarsity, Interdisciplinary BIModelling/Management (BIM) Workshop

This article demonstrates the evolutionary development of a series of inter-varsity, interdisciplinary, collaborative architectural design/management workshops, using industry-standard BIM software, within a community of academics, students and practitioners in Danish, Irish and UK architectural technology (AT) universities. This article, per the authors, proposes that the current digital revolution in the architectural, engineering, construction and operations/owner-operated (AECO) sectors, necessitates a planned change process to simulate 21st century, interdisciplinary, professional practice in academia. The action research methodology of this is outlined. After each of the four dynamic and cyclical stages, the reflective practitioners discuss their development of the professional curriculum: defined as an active-learning process. The students are active collaborators: joint change agents in a process of transformational learning as future employees and ambassadors for the benefits of collaboration utilizing information communication technologies (ICTs).

Happiness, Morality, Rationality, and Challenges in Implementing Smart Government Policy

Smart government is a public policy that aims to improve people’s happiness by utilizing information communication technology (ICT) in providing public services. The present article explores the perceptions of public sector managers about the state of smart government within their agencies. Thematic analysis of 34 in-depth interviews reveals that the policy is successful and the managers perceive smart government as relevant to good governance. Implementation of the policy seems to be driven by a combination of moral values (principles, duty, and virtues) and rational interests (public, personal, professional, organizational, and legal). Moreover, the managers indicate that smart government contributes to making people happy, and that the policy improves not only public sector services but also the relationship between people and the government. Although the policy is successful, moral, and rational, some challenges may exist.

School Improvement Efforts and Challenges: A Case Study of a Principal Utilizing Information Communication Technology

There is a shift in school improvement paradigm over the years due to the advancement of technology. School improvement efforts are more focused on capacity building, improved teaching and learning processes, high level student learning outcomes, and creating a community of learning amidst a digitized learning environment. This has transformed the roles and responsibilities of principals to make ICT as an enabler for effective teaching and learning. In this context, this case study is attempted to explore the best practices employed by a principal in an urban secondary in Kuala Lumpur. The findings indicated the importance of principal's leadership qualities, attributes and his belief in the use of information communications technology to guide ICT utilization in school.

FaceTime® for teaching ultrasound-guided anesthetic procedures in remote place

In isolated area in Japan, only one anesthesiologist must often do new anesthetic techniques such as ultrasound-guided procedures without receiving any teaching. One solution to this problem may involve teleanesthesia, by which experienced anesthesiologists teach novices in remote places, by utilizing information communication technologies. FaceTime™ (Apple, USA), which provides 120p of the resolution and 30 frames per second (fps) is an application of free visual communications using iPod Touch™, iPhone™ or iPad™ (Apple, USA). We investigated the delay time, the loss of the frames and the picture quality of iPad (as the device in the teaching site) in combination with iPod Touch, iPhone4 or iPhone5 (as the device in the isolated site) during FaceTime. At the operating rooms in Sado General Hospital (SGH) located in Sado Island (population; approximately 60,000), Japan, an anesthesiologist prepared 3 mobile devices (iPod Touch, iPhone4 or iPhone5). He called the other anesthesiologist at Yokohama City University Hospital (YCUH; approximately 300 km apart) by FaceTime using 1 of 3 mobile devices. The anesthesiologist at YCUH received the FaceTime call using iPad. After the connection was established, the display of the same cervical ultrasound image at SGH was sent to YCUH to evaluate the distinctness visually. Then we measured the delay time of every second (n = 60) and the loss of the frames (total frames = 30 fps × 60 s = 1,800) in each device for a minute. P < 0.01 was statistically significant. The quality of the pictures on the iPad display sent from iPhone5 was distinctly the best visually. The delay time of iPhone5 was significantly longer than the others (iPod Touch; 0.14 ± 0.02 s, iPhone4; 0.13 ± 0.02 s, iPhone5; 0.19 ± 0.03 s), but clinically acceptable. The loss of the frames of iPhone5 (20; 1.1%) was significantly less than the others (iPhone4; 900, 50.0%, iPod Touch; 902, 50.1%). To teach anesthetic techniques in remote place by FaceTime, iPhone5 as the devise in isolate site was optimum compared with iPod Touch and iPhone4.

The challenges of utilizing information communication technologies (ICTs) for the small‐scale farmers in Zambia

PurposeThis paper attempts to discuss some of the key challenges that Zambia faces in the application of information communication technologies (ICTs) for the small‐scale farmers.Design/methodology/approachA survey of information needs of small‐scale farmers in two selected provinces was carried out in order to establish and prioritize their information needs. Evaluation of the existing information infrastructure provided insights into the type of ICTs that can support the provision of information to small‐scale farmers in Zambia.FindingsThe paper highlights some of the salient findings of the research carried out under the African Technology Policy Studies (ATPS), Zambian Chapter and financed by the International Development Research Foundation (IDRC) from 2001 to 2003. These, among others, include: weak human capital and technical infrastructure, lack of clear national information policy and lack of a coordinated agricultural information support system for small‐scale farmers anchored on ICTs.Research limitations/implicationsThis study illustrates that it is becoming increasingly evident that the success of any agricultural development programme in Zambia requires a well‐organized and functionally integrated information delivery system propelled by the application of appropriate ICTs. The paper presents recommendations for this to be realized.Originality/valueThe changes in the socio‐economic and political arena in Zambia have had a drastic effect on the management of the agriculture sector. Further, even though it is widely acknowledged that information plays an important role in agricultural and rural development in Zambia, this conception has received less pragmatic attention and seems to have been less consolidated over time. The central role of information in this sector has thus been largely superficial. The need for a clear national policy framework on the use of ICTs for the small‐scale farmers to enhance national development is thus articulated in this paper.
