Management Practices, Pay, and Pay Inequality

We use rich Portuguese data to analyse the relationship between the use of different management practices and worker pay in a large representative sample of firms. We find that the overall score on the use of management practices is significantly associated with both higher average wages and higher within-firm wage dispersion. The positive relationship between management practices and average pay is present throughout the wage distribution and for all occupational skill groups, but is stronger for workers higher up in the wage distribution and in higher-skilled occupations. These results are driven by incentives-based management practices, in particular practices related to reward and promotion of high performers in the firm. We also identify a potential moderating role of works councils. Our results suggests that, in firms with works councils, a larger share of the gains from productivity-enhancing management practices is shared with workers, and these gains are more evenly distributed across the workforce.

Evaluating water‐quality trends in agricultural watersheds prioritized for management‐practice implementation

AbstractMany agricultural watersheds rely on the voluntary use of management practices (MPs) to reduce nonpoint source nutrient and sediment loads; however, the water‐quality effects of MPs are uncertain. We interpreted water‐quality responses from as early as 1985 through 2020 in three agricultural Chesapeake Bay watersheds that were prioritized for MP implementation, namely, the Smith Creek (Virginia), Upper Chester River (Maryland), and Conewago Creek (Pennsylvania) watersheds. We synthesized patterns in MPs, climate, land use, and nutrient inputs to better understand factors affecting nutrient and sediment loads. Relations between MPs and expected water‐quality improvements were not consistently identifiable. The number of MPs increased in all watersheds since the early 2010s, but most monitored nutrient and sediment loads did not decrease. Nutrient and sediment loads increased or remained stable in Smith Creek and the Upper Chester River. Sediment loads and some nutrient loads decreased in Conewago Creek. In Smith Creek, a 36‐year time‐series model suggests that changes in manure affected flow‐normalized total nitrogen loads. We hypothesize that increases in nutrient applications may overshadow some expected MP effects. MPs might have stemmed further water‐quality degradation, but improvements in nutrient loads may rely on reducing manure and fertilizer applications. Our results highlight the importance of assessing MP performance with long‐term monitoring‐based studies.

Methodological approaches to assessing the effectiveness of financial and economic activities of a healthcare institution

The article reveals a set of issues related to the development of methodological and information support for evaluating the effectiveness of financial and economic activities of healthcare institutions. A critical analysis of existing approaches presented in regulatory and recommendation documents of various legal status, as well as a review of publications by Russian and foreign authors showed that for use in management practice, existing developments need to be improved, adapted to the socio-economic conditions of health care institutions, whose management needs an objective assessment not only of the medical component, but also an analysis the efficiency of using the entire range of resources generated within the framework of the state task, the sources of which are funds from the federal and regional budgets, the compulsory medical insurance fund and income from the provision of paid services. The directions of developing a system of evaluation indicators of effectiveness and efficiency, improving the information base for their analysis, control and forecasting are proposed.

Teaching root cause analysis in healthcare management with Grey's Anatomy

AbstractOver the past 20 years, root cause analysis (RCA) has become one of the most widely used retrospective methods for detecting safety hazards in medicine and healthcare. Despite its wide use in management practice and growing popularity in academic research, there is currently a dearth of coverage of RCA in popular healthcare management textbooks and pedagogical publications. This paper addresses this gap by presenting innovative instructional materials and recommendations for teaching RCA in healthcare management. Using an episode of Grey's Anatomy TV show, this experiential learning exercise takes students through the steps of RCA and makes use of a range of RCA tools, including high‐level flowchart, fishbone diagram, “five whys”, corrective action plan, and others. The exercise, which was classroom tested and received positive student feedback, can be adapted to a range of healthcare management classes. Because RCA can have widespread, lifesaving consequences, healthcare management courses can significantly benefit from integrating this exercise into classroom pedagogies.

Coccidiosis in Small Ruminant and Antiparasitic Activity of Essential Oils

Coccidiosis have been reported to cause severe economic losses in small ruminants livestock industry. Subclinical coccidiosis is common among small ruminants and clinical occurs mainly in young's animals. Coccidiosis is caused by highly host-specific Eimeria species. Strategies to control traditionally rely on the use of management practices combined with anticoccidial treatments. The development of alternative, safer, and ecofriendly anticoccidial agents have become priority in most parts of the world. Essential oils have been shown to exhibit antiparasitic activity and may control protozoal pathogens. The purpose of this review is to provide an overview of Eimeria species in sheep and goats and demonstrated life cycle, clinical signs, diagnosis, treatment and potency use of essential oils in the treatment of coccidiosis.

Management practices in retail trade companies in the east region of the city of Porto Alegre (RS)

Purpose: To identify the managerial accounting practices used in retail organizations in the Eastern Region of the city of Porto Alegre (RS). Moreover, study the effects of the Covid-19 pandemic and the importance attributed to financial reports and management instruments and data analysis systems for taking decisions. In a complementary way, the effect of the Covid-19 pandemic and the importance attributed to financial reports and management instruments and data analysis systems for decision making are investigated.
 Methodology: Descriptive research with a quantitative approach, it performed a data collection through a questionnaire with the owners/partners, administrators and employees of retail organizations in the region object of the study, totaling a non-probabilistic and accessibility sample of 26 companies. The questionnaire contemplated the profile of the respondents; management data; importance and use of management instruments and financial reports; and open questions to collect additional information.
 Results: Companies are on average micro-companies, with centralized decisions, with a few use of managerial instruments and they comprise accounting as a support for the tax area. The least used management tools are the Balanced Scorecard and product life cycle, and some companies do not even use basic operational and financial controls, such as inventories, accounts payable and receivable, and strategic plan. Also, they attach greater importance to managerial instruments than they use them.
 Contributions of the Study: Based on the perception of importance of financial reports and management tools, low level of training of managers, a few knowledge and use of management practices, therefore that more complexity of management tools, less importance attributed by managers to them.

Investigation of School 'Administrators' Assumptions Regarding Management Practices Based on X-Y Theory

The main goal of this research is to develop a measurement tool that will determine the beliefs that guide school administrators' practices based on X and Y theory and the relationships between of level of these beliefs and other variables that school administrators use in management practices. The theory was tested with the scale developed in the research. Furthermore, the levels of school administrators' beliefs, which are assumed to guide their practices based on X and Y theory, were revealed in the research using data obtained during the scale development study; it was determined whether the demographic variables of school administrators differed according to the subscale (X and Y subscale) scores. Relational and causal comparison strategies were used in this quantitatively constructed investigation. Research data were collected from three sample groups in the Erzurum sample. It has been determined that there is a significant difference in the X theory subscale score in favour of school administrators working in primary schools. The study concluded that, based on X-Y theory, the assumptions of school administrators that shape management practices could be determined by the School Administrators' Beliefs in the Nature of Human Scale.

Understanding the colonial roots of Indian management thought: An agenda to decolonise and theorise for Indian contexts

Despite several calls to develop indigenous theories to contribute to Indian management knowledge, there has been limited success. There is no well-developed alternate Indian paradigm in management that can sustain a rigorous research programme and be relevant to practice. We argue that the intellectual colonisation of Indian academia due to the prevailing Eurocentrism (and US-centrism) and the use of English as a language for research and dissemination of knowledge are two key reasons underlying this failure. We demonstrate this by illustrating the near absence of scholarly work on Kautilya’s Arthashastra despite its wide acceptance in popular writings in India and its use in management practice. Finally, we suggest strategies to achieve intellectual decolonisation or intellectual freedom to enable scholars to engage with Indian issues and phenomena using indigenous knowledge perspectives and to contribute to an indigenous paradigm that might provide unique insights into managing the Indian way.

Genetic diversity of Syagrus cearensis Noblick in natural populations: implications for conservation of genetic resources

The growing extractive activity in forest areas, the inefficient use of management practices combined with the intensification of socioeconomic activities, are the main factors in the loss of biodiversity. In order to reduce environmental impacts, genetic characterization of populations allows to infer about their real situation. Thus, the present study aimed to perform an analysis of the genetic diversity of populations of Syagrus cearensis using ISSR markers. Populations AQU (Aquicultura), MTB (Mata do Bebo) and MOD (Mata Olho d´água) were sampled, totaling 53 individuals. ISSR markers generated a total of 61 loci. The AQU population had the highest polymorphism index (71%), followed by MTB (57%) and MOD (53%). AQU showed the highest index of genetic diversity, compared to the MTB and MOD populations. There was a high and significant genetic differentiation between populations. Bayesian analysis identified the existence of two groups (K = 2). The genetic bottleneck test was significant for the AQU and MOD populations, according to the SMM model. Thus, the populations of genetic diversity index close to the averages found for tropical species with a similar life history. The presence of a genetic bottleneck was detected in populations. The AQU population presented low sharing of genotypes with the others and should be prioritized in conservation activities.

Immunoprotection against mixed Eimeria spp. infections in goat kids induced by X-irradiated oocysts

Strategies to control goat coccidiosis traditionally rely on the use of management practices combined with anticoccidial treatments, and limited effort has been made, so far, to address immunological control of caprine Eimeria infections. Previously, we showed that monospecific immunization with X-Rad-attenuated Eimeria ninakohlyakimovae oocysts induced considerable immunoprotection upon challenge. In the present study, we conducted a similar vaccination trial but using a mixture of caprine Eimeria species typically present in natural infected goats. For immunization, sporulated oocysts were attenuated by X irradiation (20 kilorad). All infections were performed orally applying 105 sporulated oocysts of mixed Eimeria spp. per animal. In total, 18 goat kids were grouped as follows: (G1) immunized + challenge infected; (G2) primary + challenge infected; (G3) challenge infection control; and (G4) non-immunized/non-infected control. Overall, goat kids infected with attenuated oocysts (= immunized) shed less oocysts in the faeces and showed a lower degree of clinical coccidiosis than animals infected with non-attenuated oocysts. Animals of both challenge groups (G1 and G2) showed partial immunoprotection upon reinfection when compared to challenge infection control (G3). However, the degree of immunoprotection was less pronounced than recently reported for monospecific vaccination against Eimeria ninakohlyakimovae, most probably due to the complexity of the pathogenesis and related immune responses against mixed Eimeria spp. infections. Nevertheless, the data of the present study demonstrate that immunization with attenuated Eimeria spp. oocysts may be worth pursuing as a strategy to control goat coccidiosis.

Determinants of farmers' multiple-choice and sustainable use of indigenous land management practices in the Southern Rift Valley of Ethiopia

Over a century, farmers in the Iyanda watershed, have globally recognized and successful Indigenous land management practices (ILMP). However, due to various factors, the sustainable application of these practices has been declined over the last four decades. Despite the description of the problem, the basic factors are not yet utterly analyzed. This study, therefore, aimed to examine the determinants of farmers' multiple-choice, and sustainable use of ILMP, and its impact on crop production in the Iyanda watershed, Southern Rift Valley of Ethiopia. The surveyed data were collected from 411 farmers who were selected via multistage sampling technique. The Multivariate probit, Binary logit and Propensity Score Matching were applied for data analysis. The analysis reveals that farmers' decision to multiple-choice and sustainable use of ILMP is significantly determined by different socio-economic, institutional and farmland-related factors. Similarly, access to information, materials, and government supports had a significant impact on the simultaneous-sustainable use of the management practices. Moreover, the analysis shows that the crop production of sustained users was higher than non-sustained users of ILMP. Finally, it can be concluded that despite its long-lasting and potential advantages, the uses of ILMP had been declined. Thus, the land use managers and decision-makers should give adequate emphasis to ILMP and take into consideration the farmers' socio-economic conditions and plots' characteristics while they [re]design land management and agricultural development programs to sustain ILMP with scaling up its advantages in the study area.

Problems of users’ perception of financial statements according to international standards

Goal: identify and evaluate the factors that significantly affect the current assessment by representatives of the business environment of the quality and functionality of reporting generated by management in accordance with international financial reporting standards, in terms of increasing the clarity, simplifying and reducing current reporting to improve its perception by users. Methodology: the applicable methodology included general scientific methods of cognition, including analysis and synthesis, and expert assessments. The main results were obtained using factorial and multivariate analysis tools. Findings: the results of the tests performed are statistically significant and indicate against the null hypothesis. A significant part of the reporting information is difficult to fully understand by investors and representatives of other groups of interested users who ambiguously assess the feasibility of simplifying and reducing current reporting in order to increase its consumer value. Originality and contribution of the author: the basis of the study is a statistical analysis of current primary data obtained during a survey of representatives of the business environment. The theoretical significance of the results obtained lies in the refinement of the structure and assessment of factors influencing the quality of perception by users of corporate reporting information prepared by management in accordance with international financial reporting standards. The practical significance of statistically justified conclusions about the importance of adjusting the level (adaptation) of the complexity of standards and disclosures to improve the consumer characteristics of financial statements generated by management is determined by the possibility of their use in management practice to improve the efficiency of information support for investors and improve the corporate governance system.

Assessing wetland nitrogen removal and reed (Phragmites australis) nutrient responses for the selection of optimal harvest time

Wetlands play an important role in reducing the impact of nitrogen pollution on natural aquatic environments. However, during the plant wilting period (winter) there will inevitably be a reduction in nitrogen removal from wetlands. Understanding optimum harvest time will allow the use of management practices to balance the trade-off between nitrogen removal and the sustainability of wetlands. In this study, we investigated wetland nitrogen removal and reed (Phragmites australis) nutrient responses for two years [first year: influent total nitrogen (TN) 17.6–34.7 mg L−1; second year: influent TN 3.2–10.0 mg L−1] to identify the optimal harvest time: before wilting, mid-wilting, or late wilting. Harvesting decreased wetland nitrogen removal in both years, with later harvest time producing a smaller decrease in TN and ammonium-nitrogen (NH4+–N) removal. In addition to harvest before wilting, aboveground reed harvest at mid-wilting harvested more nutrients [carbon (C) 7.9%, nitrogen (N) 46.6% and phosphorus (P) 43.6%] in the first year, while harvest at late wilting harvested more nutrients (C 4.9%, N 7.8% and P 24.1%) in the second year, although this was not statistically significant. The late wilting harvest caused fewer disturbances to root stoichiometric homeostasis in the first year, while mid-wilting harvest promoted root nutrient availability in the second year. In addition, redundancy analysis (RDA) showed that root stoichiometry was interrelated with wetland nitrogen removal. Our results suggest that optimal harvest time was late wilting on the basis of wetland nitrogen removal, or either mid- or late wilting according to reed nutrient response to influent nitrogen concentration in some years. Our results provide crucial information for winter wetlands management.

Avaliação microbiológica de amostras de água e leite provenientes de propriedades de base agroecológica e convencional no oeste do Paraná

Objetivou-se avaliar a qualidade microbiológica da água e do leite provenientes de propriedades de base agroecológica e convencional no Oeste do Paraná. As coletas foram realizadas em 20 propriedades convencionais no município de Santa Helena – PR, e em 27 de base agroecológica em Diamante d’Oeste e Ramilândia – PR. Foram realizadas coletas de leite nos diferentes sistemas de produção e estações do ano. Foram analisadas a contaminação por coliformes termotolerantes (CTerm), coliformes totais (CT), enterobactérias, aeróbios mesófilos (AM), a determinação da composição química, contagem de células somáticas (CCS) e contagem bacteriana total (CBT). Não houve diferença para a composição do leite entre os sistemas de produção no verão. Em relação a CCS durante o inverno, 44,4% e 55,0% das propriedades apresentaram valores acima de 600 mil céls mL-1, nos sistemas agroecológico e convencional, respectivamente. Em ambas as estações, a maioria das propriedades agroecológicas encontram-se acima de 600 mil UFC mL-1 de CBT. Em ambos os sistemas de produção e estações, os valores de AM apresentaram valores inferiores ao permitido pela IN76, e não houve diferença para as enterobactérias no leite. A contagem de CT no leite no inverno foi semelhante entre os dois sistemas de produção. Para as amostras da água para limpeza dos equipamentos de ordenha, os valores de CT e CTerm foram superiores no sistema agroecológico. Recomenda-se a utilização de práticas de manejo visando a redução dos valores de CCS e CBT do leite produzido no Oeste do Paraná para adequarem-se aos valores exigidos pela IN76.

Imitation of Management Practices in Supply Networks: Relational and Environmental Effects

This study investigates the imitative use of management practices across a multitier supply network. Although imitation may take the form of any management practice, operationally, we focus on whether the buyer’s control practices used with first‐tier suppliers results in similar control practices being used by these first‐tier suppliers with the second‐tier suppliers. Drawing on institutional theory, we identify relational context (i.e., affective commitment) and environmental context (i.e., environmental uncertainty) as two important factors influencing the extent to which such imitation takes place. Using unique survey data of vertically linked supply chain triads, we generally find support for the occurrence of imitation and more so in cases of high affective commitment. The results regarding environmental uncertainty further reveal selectivity in imitative behavior, calling attention to the level of deliberateness in imitation decisions in supply networks. Besides contributing to theory on imitative behaviors in the supply chain, this study also generates practical implications on the spread of management practices across multiple tiers.

Analysis of milk leukocyte differential measures for use in management practices for decreased mastitis incidence

The aim of this study was to assess the usefulness of measures derived from milk leukocyte differential (MLD) in practices that improve fresh cow mastitis monitoring and decrease mastitis incidence. Quarter milk samples were collected from Holstein and Jersey cows on d 4 and 11 postcalving. Samples were analyzed using MLD, whereby cell counts and quarter infection diagnosis were obtained. Measures derived from MLD included cell scores (total leukocyte, neutrophil, macrophage, and lymphocyte scores), cell proportions (neutrophil, macrophage, and lymphocyte percentages), cell thresholds (total leukocyte, neutrophil, macrophage, and lymphocyte thresholds), and MLD diagnosis at different threshold settings (A, B, and C). Microbiological culturing of milk samples was used to determine infection status to compare the MLD diagnosis and serve as an indicator of infection. Measures derived from the microbiological analysis included occurrence of major pathogens, minor pathogens, and infection. Data analysis was based on a linear mixed model, which was used on all measures for the estimation of the fixed effects of breed, lactation number, day of sample collection, time of sampling, and quarter location, and the random effects of animal and week of sampling. All the fixed effects studied were significant for one or more of the analyzed measures. The results of this study showed that MLD-derived measures justify further study on their use for management practices for mastitis screening and prevention in early lactation.

Цивільний захист як об’єкт системи публічного управління: питання теорії

У статті досліджуються теоретичні питання цивільного захисту як об’єкту системи публічного управління в Україні. Розкриті категорії та суспільні відносини в сфері управління цивільним захистом, зокрема досліджено теоретичні надбання та погляди науковців на стан і цілі системи управління в сфері цивільного захисту в Україні.Мета статті. З’ясувати трактування категорій «цивільний захист (ЦЗ)» і «публічне управління в сфері ЦЗ» в якості окремих управлінських категорій, визначення яких пов’язане з використанням сучасних механізмів і методів (інструментів) державного управління в країні. Дослідити новітні теоретичні дослідження та позиції українських авторів щодо формування ефективних суспільних відносин у сфері ЦЗ за умов реформування всієї національної управлінської системи, зокрема в сфері цивільного захисту.Наукова новизна. У роботі комплексно, з використанням сучасних методів пізнання, новітніх досягнень науки державного управління досліджено теоретичні питання управлінського процесу в сфері цивільного захисту як об’єкту публічного управління. Обґрунтовано теоретичне розуміння змісту категорій «керований цивільний захист», «децентралізація ЦЗ» як механізму публічного управління та адміністрування, що припускає передачу управлінських функцій в сфері ЦЗ на регіональний і місцевий рівень та контролю за діяльністю на цих рівнях.У статті здійснено дослідження напрямів модернізації інституту ЦЗ в Україні та теоретично доведено, що сучасною метою процесу вдосконалення дієвості ЦЗ є реформування та посилення інституційної спроможності керівних органів, формування раціональної та збалансованої місцевої влади в управлінських сферах і необхідність існування децентралізованої управлінської моделі ЦЗ в Україні.Висновки. У роботі обґрунтовані наукові положення щодо удосконалення використання в управлінській практиці в сфері ЦЗ механізмів публічного управління, які знаходиться ще на початковому етапі. В теоретичному контексті наука державного управління потребує розкриття та конкретизації категорій та суспільних відносини в сфері управління цивільним захистом, зокрема за умов військових дій на території держави, тому існує нагальна необхідність подальших досліджень у цій сфері.Крім цього при дослідженні сучасних публікацій та з’ясуванні теоретичної сутності понять «публічне управління», «територіальне управління» і «управління ЦЗ» доведено, що суспільні відносини в сфері цивільного захисту та у конкретних інститутах, наприклад, місцевих державних адміністраціях, не є стійкими, адже змінюються разом з їх розвитком, а також за умов формування сучасних реальних управлінських і фінансових повноважень, зокрема в сфері ЦЗ.

Децентралізація та збалансованість публічного управління регіональним і місцевим розвитком: питання теорії

У статті досліджуються теоретичні питання децентралізації державного управління в Україні. Розкриті категорії та суспільні відносини в сфері управління регіональним і місцевим розвитком в Україні. зокрема досліджено відмінності між державним і публічним управлінням в Україні.
 Мета статті. У роботі поставлено за мету з’ясувати трактування категорій децентралізація та публічне управління в якості окремих управлінських категорій, застосування яких пов’язане з використанням сучасних механізмів державного управління в країні. Дослідити новітні теоретичні дослідження та позиції формування ефективних суспільних відносин у сфері управління на регіональному і місцевому рівнях.
 Наукова новизна. У статті здійснено дослідження напрямів модернізації інституту представництва держави на регіональному та місцевому рівнях в Україні та теоретично доведено, що сучасною метою процесу децентралізації є реформування та посилення інституційної спроможності керівних органів, формування раціональної та збалансованої місцевої влади в управлінських сферах і необхідність існування децентралізованої управлінської моделі регіонального та місцевого розвитку в Україні.
 Висновки. У роботі обґрунтовані наукові положення щодо удосконалення використання в управлінській практиці механізмів децентралізації державного управління, які знаходиться ще на початковому етапі.
 Крім цього при дослідженні сучасних публікацій та з’ясуванні теоретичної сутності понять «регіональне управління», «територіальне управління» і «децентралізація» доведено, що суспільні відносини в конкретних відповідно зазначених інститутах, наприклад, місцеві державні адміністрації, не є стійкими, адже змінюються разом із їх розвитком, а також за умов формування сучасних реальних управлінських і фінансових повноважень.

SYSTEMIC APPROACH TO THE PUBLIC GOVERNANCE AND ADMINISTRATION THEORY OF CIVIL PROTECTION IN UKRAINE

The article explores the theoretical issues of public administration and administration in the field of civil protection in the context of modern transformations of the whole governance model in Ukraine. The categories and public relations in the field of public administration are revealed and the systematic approach to the theory of management in the sphere of civil protection is used, in particular the theoretical achievements and views of scientists on the status and goals of the system of public administration and administration in the civil defense system are investigated. The purpose of this paper is to interpret the categories of «subject of management», «object of management» and «public administration and administration in the field of civil society» as separate administrative categories, the definition of which is connected using modern mechanisms and methods (tools) of public administration in the country. Investigate the latest theoretical studies and positions of Ukrainian authors on the formation of effective public relations in the system of public administration and administration in the field of civil protection in the conditions of reform of the whole national administrative system. In work with the use of modern methods of cognition, taking into account the latest achievements of the science of public administration, the theoretical issues of public administration in the context of the development of methodological aspects of professional training of managerial personnel in the field of civil protection management in the language of modern transformations of the whole management model in Ukraine are explored. The theoretical understanding of the content of the category: «subject of management», «object of management» and «public administration and administration in the field of civil protection» is grounded, namely as scientific concepts in the field of public administration and administration, which involve the transfer managerial functions in the field of civil protection at the regional and local levels and the formation of effective controls on activities at these levels. The article investigates further directions of modernization of the defense institute in Ukraine and theoretically proves that the purpose of the process of improving the effectiveness of management mechanisms in the field of civil protection is to form a model, reduce risk and strengthen the institutional capacity of governing bodies, the formation of rational and balanced power in the governing bodies of Ukraine. As a result, the scientific provisions on the improvement of the use in management practice in the field of civil protection of public administration mechanisms, which are still in the initial stage, are grounded. In the theoretical context, the science of public administration requires the disclosure and specification of categories and public relations in the field of civil protection management, in particular in the event of hostilities on the territory of the state. There is a need for further research in this area.

CURRENT EMERGENCY SITUATIONS AS PUBLIC ADMINISTRATION OBJECTS IN UKRAINE

The article deals with theoretical questions of the emergence of managerial risk in emergencies as an object of the system of public administration in the language of modern transformations of the entire management model in Ukraine. The categories and public relations in the field of public administration under the conditions of risk management in contemporary emergency situations are revealed, in particular, the theoretical findings and views of scientists on the state and purposes of the management system in the field of civil protection in Ukraine are researched. The purpose of the article. In this paper, the purpose is to find out the interpretation of the categories of «managerial risk», «state of emergency, situation», «civil protection» and «public administration in the sphere of as separate management categories, Using modern mechanisms and methods (tools) of public administration in the country. To investigate the latest theoretical researches and positions of Ukrainian authors on the formation of effective public relations, management risk in the area of the National Assembly in the conditions of reforming the entire national management system, in particular in the field of civil protection. Scientific novelty. In the work of the complex using modern methods of cognition, taking into account the latest achievements of the science of public administration, the theoretical issues of management process, risks in the field of civil defense as an object of public administration are investigated. The theoretical understanding of the contents of the category «managerial risk», «guided civil protection», «decentralization of the central government », and, in particular, as a mechanism of public administration and administration, which suppose the transfer of managerial functions in the sphere of the Central Committee to the regional and local levels and control over activities at these levels, is substantiated. , in particular in the conditions of the NS. The article analyzes the directions of modernization of the Central Research Institute in Ukraine and theoretically proved that the current goal of the process of improving the effectiveness of the management mechanisms in the sphere of the Central Committee is to reform, reduce risk and strengthen the institutional capacity of the governing bodies, the formation of rational and balanced local authorities in the management spheres and the need for a decentralized management model in Ukraine. Conclusions. As a result of work justified scientific provisions on improving the use of management practices in the field of public procurement, mechanisms of public administration, which are still in its infancy. In theoretical context, the science of public administration requires the disclosure and specification of categories and social relations in the field of civil protection management, in particular in the context of military operations on the territory of the state, in particular, there is an urgent need for further research in this area. In addition, in the study of modern publications and the clarification of the theoretical essence of the concepts of «managerial risk», «territorial management» it is proved that public relations in the field of civil protection and specific relevant institutions, such as local state administrations, are not stable, as they change with their development, as well as in the context of the formation of modern real administrative and financial powers, in particular in the field of Central Government.
