Transforming University Library Building Conservation: A Descriptive Study of Preservation Practices in Nigeria

The study examined the conservation of library building for effective information preservation among university libraries in Enugu State, Nigeria. Descriptive survey with population of 325 library staff made up the study. The instruments for collecting data is questionnaire, analysed and presented in mean score, standard deviation as well as percentage and t-test. Results: conservation criteria for library building are clearing and cleaning of the library building, repair of roof, windows and doors, installation of fire and smoke alarm system, and the provision of enough security personnel around the building. Library buildings are being conserved to protect resources against natural disasters like flooding, and earthquake, against man-made disaster like fire, making library resources accessible, promote an end to wasteful use of non-renewable information resources, to encourages best practices in records management, and it provides an extremely attractive environment for the use of books. Findings on the adequacy level of policy and regulatory framework shows that disaster management, storage capacity for documentary resources, appropriateness of environmental conditions are to be consider in the library. The study recommended that the university library management should provide monitoring system for environmental condition, storage capacity for digital resources and disaster preventive measure in the library.

Multipurpose territorial cadastre and collaborative participation as tools for smart urban governance: An analysis considering the pandemic’s effect in the São Paulo Metropolitan Region, Brazil

The society lives in a dynamic, complex and contradictory urban system, seeking to reach a balance between urban development and environmental preservation. For this purpose, there is a need to perform an efficient urban management integrated with the information and communication technologies. From this integration, emerges the smart cities concept, which is composed of smart governance strategies and actions. In this sense, the present article aims to understand and discuss the contributions, potentials and public values of the multipurpose territorial cadastre and the collaborative participation as tools for smart governance. In order to validate the theoretical essay, a case study was performed to analyze urban governance in the São Paulo metropolitan region, Brazil, according to the use of information and geoinformation resources applied to cities’ management, pre- and post-pandemics. The results have shown that some practices of municipal governments have already been established aligned with the dimensions of smart governance. However, mainly, as for spatial activation in the use of geoinformation, as well as in the use of multipurpose territorial cadastre, it still has much to move forward and, therefore, to qualify with public value the strategies and actions of governance that a smart city requires.

It is substantiated that the effectiveness of the functioning of the mentioned mechanism is expected to obtain: an economic effect, which involves reducing costs and resource losses, increasing the level of profitability, and as a result, ensuring the appropriate level of economic security ofthe enterprise in particular and the agro-food sector as a whole; ecological effect, which is mainly manifested through the preservation, savings and rational use of natural, in particular, land resources, which leads to the improvement of the ecological situation in the region, and as a result contributes to the increase of the level of environmental safety; the social effect obtained through the introduction of a resource-saving model of behavior, which leads to an increase in the quality of products of the agro-food sector, an increase in the level of food security of the enterprise and the country, and as a result - an increase in the well-being of the population; as well as their combinatorial and synergistic combination, which ensures the sustainable development of economic entities, the agro-food sector and the country. Organizational and economic mechanisms for increasing the efficiency of the use of material resources, land resources, financial resources, labor resources, information resources and time resources of the enterprise remain important components of the main mechanism, which, depending on the specialization of the agricultural enterprise, the scale of production and economic activity, the specifics of the involvement and use of heterogeneous types of resources will have a separate set of elements similar to the general organizational and economic mechanism, which in a synergistic relationship will contribute to the development of the processes of the efficiency of the use of resource potential. Therefore, the proposed organizational and economic mechanism for increasing the efficiency of the use of resources of an agricultural enterprise, taking into account the adaptive characteristics of its constituent elements and their functional features, will allow to ensure the orderly interaction of all types of resources with the aim of increasing the efficiency of their use in the process of the activity of an agricultural enterprise, which will ensure the creation of the necessary conditions for comprehensive economic, ecological and social development of individual subjects of the agro-food sector and the industry as a whole.

Digital competence of students in higher education: an assessment framework in Vietnam

PurposeThis study investigates the digital competence (DC) of undergraduate students, considering three key dimensions: use of Information and Communication Technologies (ICT) resources, knowledge about ICT resources, and attitude towards ICT. We also examined the relationship between these aspects in order to build a DC assessment framework.Design/methodology/approachA structured questionnaire was administered to students from several universities in Vietnam in order to assess their DC. A PLS analysis was conducted based on data from 551 valid responses.FindingsStatistical analyses showed that the DC of students was quite low. The findings certify that knowledge of ICT resources is a total intermediate variable in the impact of attitude towards ICT on the use of ICT resources by students.Practical implicationsOur findings provide important implications for policymakers and teachers' insights for authorities, universities, and scholars to develop strategies for DC of students in higher education.Originality/valueThis study is the first to explore the DC assessment framework for students in higher education in an emerging market, Vietnam.

Optimizing patient (pt) care through pt-focused resources to prevent and manage hand-foot skin reaction (HFSR).

e24144 Background: Research has shown that pts and caregivers (non-HCPs) seek medical and disease-related information more than once a month, and this has accelerated due to the COVID-19 pandemic. However, they find it difficult to understand the information they receive and thus, can be misinformed. By understanding the use of fair-balanced medical information (MI) resources by non-HCPs, pharmaceutical companies can develop scientifically accurate yet pt-friendly resources to meet their needs (Goettner, 2022; Rai, 2022). Upon reviewing the unsolicited oncology inquiries received by our MI department, approximately 25% of inquiries were from non-HCPs seeking information. Over the past 3 years, non-HCPs have submitted almost 10,000 inquiries regarding our oncology products, in which 191 inquiries were specifically regarding HFSR and regorafenib and sorafenib. Historically, our MI department responded to non-HCP inquiries by sharing the product label information. However, we identified an unmet need for trustworthy, comprehensive, and accurate pt resources in plain language. Methods: A full literature review was performed, and the relevant data were summarized in plain language for pts. Both HCPs and pts participated in developing the global pt resource on the prevention and management of HFSR for regorafenib and sorafenib. The seven-page interactive brochure was written in 4th to 6th grade reading level which included images and graphics to enhance the understanding of data, easy navigation to the content of interest, and glossary to define key terms. Furthermore, these materials were translated for pts who participated in the regorafenib and sorafenib Patient Support Program in Brazil to further educate and support pts who have started therapy. Results: As of June 2023, the global pt medical resource has been deployed 28 times in Brazil, delivering key information to non-HCPs on their disease and treatment while emphasizing its practical utility and addressing health literacy challenges. We collected feedback from pts who utilized the translated material, and they described it to be “informative” and “helpful” since it empowered them to effectively navigate and address HFSR-associated discomforts during their treatment journey. The feedback has also been utilized to further enhance the resource’s feasibility. Conclusions: The pt feedback on the brochures showcases the value of pt-focused approach in oncology and the positive impact of collective efforts across all stakeholders including pts, pharmaceutical MI departments and pt programs. Furthermore, it demonstrates how MI can bridge the gap between pt insights and clinical knowledge by addressing their needs and providing practical and trustworthy tools. Not only does this initiative enhance pt understanding but also empowers pts to take a more active role in their treatment and fosters shared-decision making.

Purpose. The digital ecosystem consists of interactions between customers and partners through various channels, both online and offline, as well as the relationships that exist between digital customers and partners. The ideal interaction between humans, technology, values and activities will be created by ideal ecological information. Thus, system places consumers in an important position connecting customer contacts and contact moments with each other. Including the use of products and virtual visits, such as transactions, emails, educational media, etc. In-depth discussion of individual involvement as information organs (inforgs). Employing the activity-based mapping method, which is intended to determine each person's level of engagement with the digital environment.Methodology. The method used in this research was a pre-post test on respondents who were at Gadjah Mada University Postgraduate School postgraduate students. Questionnaires were distributed concurrently over the WhatsApp group to conduct the survey. The responses provided by respondents are entered into a Google form.Results and discussion. This study examines the use of technology and information resources by graduate students at the Graduate School of Gadjah Mada University, also known as "Emergent" education members. There are signs that the way pupils look for knowledge has changed as information and technology have advanced.Conclusions. The conclusion of this research is that there is a shift in information patterns. Previously, respondents' information patterns were mostly carried out directly by teachers or professors, now they have shifted through scientific websites and become residents through applications on social media.

Bridging the Divide: Indigenous Language Integration in Open Educational Resource Accessibility

The use of information resources is dependent on their accessibility by users. The accessibility of information has attracted the attention of researchers from different parts of the world. However, Open Educational Resources (OERs) accessibility issues have not been adequately addressed in South Africa. This article explores the use of indigenous languages in the development and adaptation of OERs for accessibility at the University of South Africa. A total of 108 OERs were available for selection on UnisaIR. Ten of the 108 OERs were purposefully selected. Exploring and analysing OER development at Unisa took a qualitative and exploratory approach. This article presents the findings of a thematic analysis that was used to identify dominant themes in OER. The findings highlight two main concerns that underpin OER operations at Unisa: 1) translation as a method of OER creation and/or adaptation; and 2) deficiency of OER creation in indigenous languages. Though using indigenous languages in the construction of OERs can help to address the accessibility gap in the supply of teaching and learning resources, this aspect of accessibility as a discourse in the OER space has yet to be explored extensively. It is a matter of concern that many OERs at Unisa are written only in English. To address the gap in accessibility of OERs in the South African context, the following three language-related factors should support the creation of OERs: development in local languages, linguistic pluralism, and translation into indigenous languages.

Connection Between Knowing and Doing? A Mixed Methods Exploration of Librarian Wellness Behaviors

ABSTRACT The authors examined the relationship between access to or use of health information resources by health sciences librarians (HSLs) and non-HSLs. We wanted to know if, compared to non-HSLs, increased access to and use of health information by HSLs was associated with more frequent performance of wellness behaviors. : A survey containing questions about access to health information resources, the use of health information resources, the frequency of the performance of wellness behaviors and barriers and facilitators to performing these behaviors was sent via e-mail to members of over 60 library organizations. A total of 1913 librarians responded to the survey. We found no difference between the HSLs and the non-HSLs by age or sex but HSLs were more likely to have master’s degrees or higher, work more hours, and to work in institutions that provide access to vaccines and/or wellness programs. HSLs have greater access to and use quality health information resources more often than do non-HSLs. Compared to non-HSLs, HSLs exercise more and eat more fruits and vegetables. Non-HSLs, however, are more likely to engage in regular spiritual activities. Barriers to performing wellness behaviors included lack of time, lack of motivation, fatigue, and chronic pain whereas facilitators included positive social support for wellness behaviors. Our data show that access to health information and frequency of use is correlated with the performance of wellness behaviors. While access to health information can work to nudge people to engage in healthy habits, information by itself is not enough.

Information and library services for library users: Innovative approaches and vectors modifications

The relevance lies in the in-depth analysis of the problems of development and transformation of library and information services, as well as in the changed user requests and information needs caused by the information development of society. The purpose is to explore the benefits of using the latest technologies and services in information services in the context of research by Ukrainian library professionals; to analyse the dynamics of library development and its modification in the system of user service. The study used general scientific methods (analysis, synthesis, generalisation) and approaches: socio-cultural, socio-communicative, and systemic. The current challenges of informatisation of society and the rapid expansion of the volume and content of information resources raise the issue of revising the methods of work in the field of reference and bibliographic services for libraries. This requires the development of scientific principles of modern activities of reference and bibliographic services aimed at providing information to users and based on a systematic approach to the formation, organisation and use of reference and information resources. Also, in the study of trends in the use of cloud services as an innovative tool in libraries in the era of digitalisation, which has become an effective means of expanding the possibility of remote access to library collections, resources, promoting the storage and analysis of data for more convenient user service. The results of the study may be important for employees of methodological and bibliographic departments, Internet centers in libraries, and can also serve as a basis for a more detailed study of specific aspects of this topic by library practitioners, teachers and students studying in information and library specialty programs. They can also be useful for replenishing the information base on the organisation and development of reference and bibliographic services in libraries

Electronic governance in EU member states and candidate countries (using the exampleS of Poland and Ukraine): comparative legal analysis

The article addresses the issue of further improvement and development of Electronic Governance in Ukraine through the analysis of experience gained by various countries. It has been established that Electronic Governance currently plays a pivotal role in the development of society, which necessitates the need for superior and effective improvement of this sphere to ensure the maximum level of its development and support for society. Comprehensive utilization of information technology is the main mechanism in achieving this goal, as it can meet the needs of society at the highest level. However, the further development and improvement of Electronic Governance in Ukraine is currently hindered by the conditions in which the country has found itself due to the war. These conditions necessitate the search for fundamentally new solutions and approaches related to the most effective use of information resources, and the provision of effective, efficient and high-quality support and assistance for society. Efforts are currently focused on finding the optimal solution for the operation, improvement and future effective development of Electronic Governance. For Ukraine, this is the path it must travel from the idea of transformational changes in the field of information technology and resources to the gradual alignment of Electronic Governance with European standards. This path involves declaring this direction as a top priority at the highest level. The introduction of Electronic Governance as a form of organization of public administration began in Ukraine a few years ago, and has been gaining increasing public support.Analysis of the main foreign initiatives and practices in this regard provides evidence of an above-average level of development of Electronic Governance in the countries of the European Union and other states, which enables the rapid and efficient fulfilment of public needs. At the same time, it has been established that the most effective (in the context of improving electronic governance) has been Poland, which has already fully established its Electronic Government, operating efficiently and providing various electronic services to society. This system is transparent, flexible and convenient. It allows users to save time and avoid unnecessary bureaucratic procedures, and society now has easier access to the necessary information. It has been established that improving Electronic Governance in Ukraine by drawing on Poland’s experience in this regard has the potential to modernize public administration and, on a practical level, provide more opportunities for direct access to information. This will allow for the implementation of new initiatives, including the digitalization of the country, democratization of society, and achieving goals of sustainable development.

Formation of all-Russian civil identity in the context of regional elites' activities (on the materials of the North Caucasus)

The general socio-political situation in the region is analyzed, the centrifugal and centripetal forces that determine the very nature of politics in the region through the prism of ethnic and civic forms of identity are considered. The emergence of new points of ethnopolitical and ethno-religious tension, chauvinistic tendencies, and anti-Semitic sentiments demonstrate a fairly high level of conflict potential and the severity of nationalist manifestations in the region. Such conflict behavior is most often provoked from the outside, including through the use of modern information resources, social networks, using manipulative technologies that have an impact on the masses. These processes indicate the existence of socio-cultural and religious grounds for the growth of discriminatory rhetoric and clashes. The study of these problems is an urgent scientific task in the context of transformation and transit of local identity features. The article also analyzes various forms and approaches of identity formation in the North Caucasus, highlights common and special factors, contradictions in the development of general civil attitudes. The national composition is considered, the role of regional actors in the political management and development of the region is highlighted separately. These issues carry elements of novelty and relevance. The work uses specialized political science techniques: the method of analyzing a specific situation - case-study, secondary analysis of sociological research data. Along with private scientific methods and approaches, general scientific methods and approaches are also used in the study: historical and philosophical methods and approaches (dialectics, the principle of historicism), the system integrative method, comparative studies. In conclusion, recommendations are presented aimed at solving the problems of forming the civil identity of the peoples of the North Caucasus, through the transition of ethnic forms of identity to all-Russian ones.

On the legal response to the consequences of personal behavior in virtual space

The article deals with a new phenomenon for the legal science the legal response to the consequences of human behavior in the virtual space.The subject of the research is the relations arising in the process of such response.The aim of the study is to analyze the legal response to the consequences of personal behavior in virtual space, including in the Russian Federation.The methodological basis of the study are logical and systematic methods of scientific knowledge, as well as methods of analysis and synthesis of legal phenomenaForeign and domestic experience of legal response to the consequences of human behavior in virtual space is studied.The peculiarities of legal response from the point of view of consequences for the person for malicious actions in virtual space, connected with leaving a digital footprint, are analyzed. Particular attention is paid to such characteristic of virtual space as the possibility of using its properties to implement the interest of the user, as well as consideration of virtual space through the prism of legal construction and digital sovereignty. It is stated that the legal construction, characterizing the essence of legal response to the consequences of behavior of an individual in the virtual space, should have the following meaning – "if there are harmful actions associated with the use of virtual space, it is necessary to provide a form of legal response, neutralizing such actions, otherwise the network functioning and use of electronic information resources will be accompanied by socially dangerous manifestations". At the same time the legal response to the relevant relations is considered through the prism of law enforcement results – conclusions are made about the peculiarities of such a response. Attention is focused on the peculiarities of legal response to the consequences of actions of an individual in virtual space in Russia and in China. It is noted that at the national level there is currently no universal model of legal response mechanism to the consequences of a person's actions in virtual space. It is concluded that this problem has a multidimensional nature, which is largely determined by the level of legal awareness of network users. Particular attention is paid to the need to use the potential of techniques and methods of special legal, social and psychological mechanism of law, which are considered to be an important factor in the development of law enforcement practice. The research shows that unlawful behavior in the virtual environment is closely related to various types of deviant behavior related to the use of Internet, which from the category of violating non-legal social norms (primarily, morality and ethics) turns into unlawful behavior, as it violates the requirements of law. Attention is drawn to the fact that at the national level there is currently no universal model of legal response to the consequences of human behavior in virtual space – each state goes its own way, the legal impact is often exposed to those relations which are recognized as the most important and relevant at the moment. Such a response, as a rule, is situational, often pursuing several goals (political, economic, ideological). Further study of the problem involves the need to develop a system of theoretical ideas about the forms of legal responsibility for the negative consequences of behavior in such a space.

Necessary prerequisites for evidence-based practice: results of investigating nurses’ informatics competency and information literacy skills

Abstract This study aimed to evaluate the correlation between nursing informatics (NI) competency and information literacy skills for evidence-based practice (EBP) among intensive care nurses. This cross-sectional study was conducted on 184 nurses working in intensive care units (ICUs). The study data were collected through demographic information, Nursing Informatics Competency Assessment Tool (NICAT), and information literacy skills for EBP questionnaires. The intensive care nurses received competent and low-moderate levels for the total scores of NI competency and information literacy skills, respectively. They received a moderate score for the use of different information resources but a low score for information searching skills, different search features, and knowledge about search operators, and only 31.5% of the nurses selected the most appropriate statement. NI competency and related subscales had a significant direct bidirectional correlation with information literacy skills for EBP and its subscales (P < 0.05). Nurses require a high level of NI competency and information literacy for EBP to obtain up-to-date information and provide better care and decision-making. Health planners and policymakers should develop interventions to enhance NI competency and information literacy skills among nurses and motivate them to use EBP in clinical settings.

Formation and development of the system of training speech therapy personnel (late XIX – early XXI century)

The preparation of future speech therapists in the modern educational space is defined by processes in the socio-cultural environment, societal transformations, changes in modern mentality, and heightened requirements for the quality of professional training. The necessity to improve speech therapy training arises from disparities between second-generation state educational standards for computerization and use of information resources, and the real state of the education system. Additionally, there is a growing number of children with speech disorders, often complicated by secondary disorders. A deep historical study of the development of speech therapy training is key to understanding and improving modern educational processes, considering socio-economic, cultural, and technological factors that shape the needs and directions of speech therapy development in the future. The article highlights the history of the development of the national speech therapy education system, revealing its connection with the socio-economic structure of the country, global historical-pedagogical processes, and the level of development of defectology science. The analysis of scientific literature allows identifying general conditions for the modernization of speech therapy education, confirming that based on an in-depth study of the content and essence of the problem of forming professionalism and professional competence of future speech therapists, it is possible to develop organizational and methodical support for their development and implementation in educational and production practice according to socio-economic conditions. This article emphasizes the importance of a deep analysis of historical and modern aspects in the training of speech therapists, taking into account socio-cultural changes and technological development. Understanding the history and current state of speech therapy education is key to effectively modernizing training that meets the contemporary challenges and needs of society

This study determined the Librarians’ Indices on Utilization of Electronic Information Resources in Bowen University Iwo. Three research questions and three null hypotheses were formulated to guide the study. The study covered librarians’ (academic librarians) of Bowen University Iwo. Ex-post facto research design was used for the study. The population of the study was 7 academic librarians’. Census sampling technique was used for the study; and a sample size of 7 academic librarians was used. The instrument titled “Librarians’ Indices and Utilization of Electronic Information Resources Questionnaire (LIUEIRQ)” was developed by the researcher and validated by three librarians. Cronbach Alpha reliability method was used to compute the reliability of the research instrument which yielded a co-efficient of .72. The data collected were analyzed using mean and standard deviation for research question 1- 3, and t-test was used to test null hypotheses 1- 3. All the null hypotheses were tested at .05 level of significance. The findings indicated that librarians’ indices influenced the level of utilization of electronic information resources in Bowen Universities Iwo. The study concluded that Librarians’ Indices are significant determinants for the influence in the utilization of electronic information resources in Bowen University Iwo. Librarians’ indices and utilization of electronic information resources in Bowen University Iwo is very crucial for acquiring current, timely, relevant and up-to-date electronic information resources for academic activities. Based on the findings, the study recommended among others, that the librarians’ indices should not be barrier on their utilization of electronic information resources. Every librarian should be able and interested in making use of electronic information resources no matter of their status

Worriers of the Pandemic: How People with Mental Disorders Cope with COVID-19 Restrictions

Objective: The aim of the study was to investigate the level of anxiety as well as the attitude toward disease and mitigation strategies in people with non-psychotic mental disorders and healthy controls. Methods: A case-control study (1:4) was conducted during a self-isolation regimen in Moscow. Cases were adult patients with NPMD admitted to the Moscow Research and Clinical Center for Neuropsychiatry. Sex and age-matched controls (individuals who have never sought psychiatric help) were selected from a cohort of 7498 Moscow residents who participated in a large cross-sectional survey delivered via social networks and popular Russian web platforms. Fisher's exact test, Mann-Whitney U test, and General linear modelling were used as statistic methods. Results: In the univariate analysis, patients with NPMD had a lower level of education and were less likely to be married. The level of the trait but not state anxiety was higher in people with NPMD. People with mental disorders were significantly more often concerned about the negative impact of the COVID-19 pandemic on their lives, were more likely to be confident that they would contract the coronavirus and their disease would be severe, showed suboptimal adherence to mitigation strategies, were dissatisfied with the amount of information they received about the COVID-19 disease, and were more concerned about becoming a victim of domestic violence. Marital status, education, use of information resources, dissatisfaction with information about COVID-19, use of public transport, paying attention to the need of others and domestic violence assessment remained significant in the general linear model. All the factors included in the multivariate model accounted for 36.4% of the variance. Conclusion: People with NPMD have a higher level of trait anxiety and are prompted to develop a constellation of maladaptive beliefs toward a pandemic. These beliefs, along with the lack of reliable information on coronavirus infection, can lead to misunderstanding and disregard of sanitary and self-isolation recommendations. Educational programs and vaccination campaigns should be sensitive to these features of people with NPMD.
