Purposes: To consider the issues to decrease transport constituent and expenditures of companies-operators of rail rolling-stock on oil product transportation. This can be reached by the way of handover for outsourcing of job parts that are implemented by companies-operators of rail rolling stock. Methods: The method of comparative analysis inclusive of function minimization for expenditures on oil product transportation be means of expenditure decrease on the handover of jobs on washout-steaming of tanks at washout-steaming stations to outsourcing companies. Result of given article’s investigation has been the analysis of the ways of expenditure minimization for rail rolling stock operators with the use of evaluation methodology for outsourcing application effectiveness. The conditions, allowing to conclude on outsourcing application practicability, have been described. The methodology of practicability evaluation pursuing for tank washoutsteaming job handover to outsourcing has been developed. Integral indicator of outsourcing practicability level inclusive of weight coefficient calculation has been deduced. Calculation formula of application efficiency for outsourcing on arterial transport has been set. Practical significance: Practicability of tank washout and steaming implementation at washout-steaming stations by means of companies-operators of rail rolling stock and by means of outsourcer has been considered. Economic effectiveness of job handover to outsourcing has been defined.

Use of response surface methodology for evaluation of effective parameters in codeposition of Cu–Sn alloys using non-cyanide electroplating solution

A pyrophosphate based solution, as an acidic electrolyte, was developed for bronze electroplating. By using a statistical experimental design, response surface method, the effects of five factors [copper concentration (Cu), tin concentration (Sn), pyrophosphate concentration (P), current density j and pH] on the composition of the electroplated alloy as well as the process efficiency were evaluated. Statistical analysis indicated that all the parameters were significant and a second order polynomial model was successfully fitted to the data for both the alloy composition and the process efficiency. Based on the results obtained, a solution of Cu(II) = 8·04 g L−1, Sn(II) = 26·36 g L−1, P = 113·22 g L−1 at pH = 3·14 and j = 10 mA cm−2 was introduced as the best electroplating solution in terms of process efficiency.

Perspectivas da avaliação na Política Nacional de Humanização em Saúde: aspectos conceituais e metodológicos

The purpose of this paper is to prompt discussions of the perspectives of the Evaluation of Brazil's National Health Humanization Policy being implemented by the Ministry of Health (PNH/HumanizaSUS). It strives to systemize some Health Evaluation benchmarks, distinguishing two key aspects of this evaluation: one examines methodologies for the definition of Humanization actions monitoring indicators; the other analyzes evaluatory surveys measuring the impacts of these actions. Both aspects were scored, highlighting specific characteristics that must be recognized in the approach and use of evaluation methodologies under the aegis of this Policy. In order to strengthen such specific characteristics and approach perspectives, it explores the extent and complexity of the tools and actions proposed in the field covered by this Policy, while also offering an brief review of the concepts and components encompassed by the Monitoring and Evaluation area.

Issues and recommendations in evaluating and managing the benefits of public sector IS/IT outsourcing

PurposeThe main purpose of this paper is threefold: to understand public‐sector outsourcing in Australia; to examine the linkage between IS/IT outsourcing and the use of evaluation methodologies; and to identify issues that are critical in evaluating and managing IS/IT outsourcing contracts in public‐sector organizations.Design/methodology/approachA survey of the top 500 Australian organizations and two in‐depth case studies of two Australian public‐sector organizations were conducted.FindingsSeveral key issues for IS/IT outsourcing were identified – problems in evaluating outsourcing contracts, embedded contract mentality, ability to manage contracts, and staff transition management.Practical implicationsOutsourcing organizations need to implement changes carefully and assess their in‐house capabilities. They also need to fully understand and apply the IS/IT investment evaluation and benefits realization processes. In order to reach the magnitude of improvements ascribed to IS/IT outsourcing organizations need to undertake proper risk assessment and effectively manage outsourcing relationships. These all have to be done before and during the vendor/technology selection assessment and contract negotiation process.Originality/valueIS/IT outsourcing in the public sector is particularly under‐studied. This study identifies several key issues for organizations undertaking IS/IT outsourcing. Recommendations are provided to assist outsourcing organizations in dealing with these issues.

Procesos asistenciales integrados: modelo de evaluación y algunos resultados. Una herramienta de mejora continua

Introduction Integrated care processes (ICP) introduce quality criteria for quality monitoring. This study presents a model for evaluating the quality standards of ICPs in primary care (PC) and specialized care (SC) in Andalucia (Spain) at two time points and reports some of the results obtained in the Hospital Virgen de las Nieves (HUVN) and in the Metropolitan District (MD). Material and methods We performed a descriptive study of the model of quality standards monitoring for some ICPs in PC and SC using data from the systematic registries produced by digital medical records in PC and medical record audits in SC. Sampling by lots and tables of binomial distribution were used. Results The results of quality standards monitoring were obtained in PC (DM) and in SC (HUVN) and an integrated system of joint monitoring was introduced. The results of the following ICP are presented: breast cancer, cervical cancer, pregnancy, delivery and puerperium, benign hypertrophy of the prostate/prostate cancer, and palliative care. The results of nursing practice in some interventions are provided. The information obtained and proposals for improvement are made. Conclusions The design and use of evaluation methodology is required to determine the results of interventions and to make decisions for improvement. Healthcare information systems should be improved and adapted to the needs of information from ICPs. Joint evaluation is another stage in the circle of quality improvement of ICP.

Evaluation of Guidance Services in Higher Education in Finland

The Finnish Higher Education Evaluation Council (FINHEEC) implemented an evaluation of guidance services in higher education in 2000–2001. Altogether 25 higher education institutions participated in the evaluation. This article describes the evaluation process, findings and recommendations. The aim is to show how an evaluation process can serve the development of guidance policies and practices at the institutional and national levels. Additionally, the article demonstrates the use of evaluation methodology as a means of enhancing communication between staff and students.

Selection Bias and Multiple Trait Evaluation

Potential bias in evaluation of single traits resulting from selection on a correlated trait is considered. Examples of potential bias use simulated data for sequential selection and for a trait showing a correlated response. In both cases, single trait evaluation for the correlated trait does not consider the data on which selection decisions were made. The use of methodology for evaluation of multiple traits to reduce or eliminate bias from selection on correlated traits is demonstrated.
