Evapotranspiration covers at uranium mill tailings sites

AbstractWaste isolation is a key strategy for mitigating risk from municipal solid waste (MSW) and hazardous waste streams. Conventional covers at MSW facilities are designed for a 30‐yr post‐closure period where compacted soils and geosynthetics are used to minimize percolation into buried waste. Recently, evapotranspiration (ET) covers have shown beneficial use for MSW management. Evapotranspiration covers encourage infiltration, storage, and transpiration of precipitation to minimize percolation. Such covers may also have beneficial use for long‐term waste issues, such as at Uranium Mill Tailings Radiation Control Act (UMTRCA) sites. These sites were covered by a clay radon barrier to create tortuous flow paths that allow radioactive decay and attenuation of short‐lived, radon‐222 gas. For long‐term waste isolation, an ET‐radon cover may provide greater resilience by exploiting natural processes instead of resisting them. This update presents a review of the current state‐of‐the‐science regarding ET covers and considerations for long‐term applications.

Vegetation‐groundwater dynamics at a former uranium mill site following invasion of a biocontrol agent: A time series analysis of Landsat normalized difference vegetation index data

AbstractBecause groundwater recharge in dry regions is generally low, arid and semiarid environments have been considered well‐suited for long‐term isolation of hazardous materials (e.g., radioactive waste). In these dry regions, water lost (transpired) by plants and evaporated from the soil surface, collectively termed evapotranspiration (ET), is usually the primary discharge component in the water balance. Therefore, vegetation can potentially affect groundwater flow and contaminant transport at waste disposal sites. We studied vegetation health and ET dynamics at a Uranium Mill Tailings Radiation Control Act (UMTRCA) disposal site in Shiprock, New Mexico, where a floodplain alluvial aquifer was contaminated by mill effluent. Vegetation on the floodplain was predominantly deep‐rooted, non‐native tamarisk shrubs (Tamarix sp.). After the introduction of the tamarisk beetle (Diorhabda sp.) as a biocontrol agent, the health of the invasive tamarisk on the Shiprock floodplain declined. We used Landsat normalized difference vegetation index (NDVI) data to measure greenness and a remote sensing algorithm to estimate landscape‐scale ET along the floodplain of the UMTRCA site in Shiprock prior to (2000–2009) and after (2010–2018) beetle establishment. Using groundwater level data collected from 2011 to 2014, we also assessed the role of ET in explaining seasonal variations in depth to water of the floodplain. Growing season scaled NDVI decreased 30% (p < .001), while ET decreased 26% from the pre‐ to post‐beetle period and seasonal ET estimates were significantly correlated with groundwater levels from 2011 to 2014 (r2 = .71; p = .009). Tamarisk greenness (a proxy for health) was significantly affected by Diorhabda but has partially recovered since 2012. Despite this, increased ET demand in the summer/fall period might reduce contaminant transport to the San Juan River during this period.

Contaminated sites from the past: experience of the US Environmental Protection Agency.

The purpose of this paper is to provide an overview of the experience of the US Environmental Protection Agency (EPA) in cleaning up radioactively contaminated sites. In the USA, EPA regulates the radiological clean-up of uranium mill tailings sites, some Department of Energy legacy sites within the US nuclear weapons complex, and Superfund National Priorities List sites. The approach to site remediation decisions, including the determination of clean-up levels, varies according to the enabling legislation granting EPA these authorities. Past practices that gave rise to many of the existing exposure situations at legacy sites were permissible before the advent of environmental clean-up legislation. The Uranium Mill Tailings Radiation Control Act of 1978 authorised EPA to set applicable radioactivity concentration standards for soil clean-up at inactive uranium mill sites and vicinity properties. For the other categories of sites mentioned above, remediation goals are typically based on not exceeding a target excess cancer risk range established under the Comprehensive Environmental Response, Compensation, and Liability Act (also known as 'Superfund'). EPA's regulations for cleaning up various contaminated sites in existing exposure situations often result in residual doses that are typical of optimised doses in planned exposure situations. Although the clean-up levels selected may differ from those adopted in other countries, recommendations from the International Commission on Radiological Protection are reflected in the exposure assessment methodologies used in their establishment.

The Uranium Mill Tailings Radiation Control Act of 1978

The long-term environmental effects of the Uranium Mill Tailings Radiation Control Act of 1978 address the public health hazards of radioactive wastes and recognize the significance of this issue to public acceptance of nuclear energy. Title I of the Act deals with stabilizing and controlling mill tailings at inactive sites and classifies the sites by priority. It represents a major Federal commitment. Title II changes and strengthens Nuclear Regulatory Commission authority, but it will have little overall impact. It is not possible to assess the Act's effect because there is no way to know if current technology will be adequate for the length of time required. 76 references. (DCK)
