Higher education in Colombia conceives as one of its objectives: the creation, dissemination and transmission of knowledge in various fields with the interest of achieving national and regional development in order to find solutions to the needs of society. In this sense, universities are involved in the fulfillment of research and development activities, the transmission of knowledge through training activities and the publication of results. Also the diffusion and transfer ofknowledge through the services of tutoring, consultancies, applied research and technological developments applied to the industry. From the economic relevance of knowledge as a factor of progress and competitiveness it is increasingly important to articulate the research dynamics and the generation of creations for the production of technologies that solve specific needs of the State and the private sector as well. It makes it necessary to incorporate into the university research system practices for the management of intellectual property that allow to establish clearly and in a previous way aspects about the ownership, protection and exploitation of the results and research products that are obtained within the framework of the university-actors relationship that are included in the National System of Science, Technology and Innovation (SNCTI, for its acronym in Spanish). Precisely, Decree 585 of 1991 defines this National System as the set of policies, strategies, programs, methodologies and mechanisms for the management, promotion, financing, protection and dissemination of scientific research and technological innovation, whose actors are public organizations, private or mixed organizations that carry out or promote the development of scientific, technological, innovation activities. In this order of ideas it is indicated in a general way, that it is about the university or academy, enterprise and State.
