Communication in disasters to support families with children with medical complexity and special healthcare needs: a rapid scoping review.

Disasters can disrupt normal healthcare processes, with serious effects on children who depend upon regular access to the health care system. Children with medical complexity (CMC) are especially at risk. These children have chronic medical conditions, and may depend on medical technology, like feeding tubes. Without clear, evidence-based processes to connect with healthcare teams, families may struggle to access the services and supports they need during disasters. There is limited research about this topic, which has been pushed forward in importance as a result of the COVID-19 pandemic. The authors therefore conducted a rapid scoping review on this topic, with the intention to inform policy processes. Both the peer-reviewed and gray literatures on disaster, CMC, and communication were searched in summer 2020 and spring 2021. Twenty six relevant articles were identified, from which four main themes were extracted: 1. Cooperative and collaborative planning. 2. Proactive outreach, engagement, and response. 3. Use of existing social networks to connect with families. 4. Return to usual routines. Based on this review, good practices appear to involve including families, professionals, other stakeholders, and children themselves in pre-disaster planning; service providers using proactive outreach at the outset of a crisis event; working with existing peer and neighborhood networks for support; employing multiple and two-way communication channels, including social media, to connect with families; re-establishing care processes as soon as possible, which may include virtual connections; addressing mental health issues as well as physical functioning; and prioritizing the resumption of daily routines. Above all, a well-established and ongoing relationship among children, their caregivers, and healthcare teams could reduce disruptions when disaster strikes.

Future Perspectives on Communication Management for Promoting Tourism in Chachoengsao Province (2024-2027)

Purpose: This research aims to examine the communication management strategies employed to promote tourism in Chachoengsao Province from 2567 to 2570 and to elucidate the future perspectives of communication management within the framework of the theory of global unity, encompassing the concept of "one species, one society, one culture, one language, and one religion". Theoretical Framework: This study employs communication theory, theory of management, particularly the POSDCoRB theory, providing a comprehensive framework for contemporary management. Design/Methodology/Approach: This research employs a mixed methods design, combining qualitative insights from focus group discussions with expert opinions gathered through the Delphi Technique. The study focuses on tourism communication management in Chachoengsao Province, utilizing a sample of 91 participants for focus group discussions and engaging 14 experienced professionals in tourism and communication management for the Delphi Technique. The research employs a variety of data collection tools, including interviews, open-ended questionnaires, and closed-ended questionnaires, and utilizes content analysis, median values, and interquartile range calculations for data analysis. Finding: The study findings reveal that 1) Chachoengsao Province boasts a variety of tourist attractions spread across its 11 districts 2) Tourism promotion through integrated advertising and public relations communication management involves various channels, including: (1) Online Channel which are communication initiated by tourists, influencers, and relevant organizations through platforms such as websites, Facebook, and Instagram. (2) Offline channels encompass a variety of traditional methods for promoting tourism, including vinyl banners, billboard advertising, mobile advertising, roadside banners, word-of-mouth, and cultural and traditional heritage events and activities. Research Practical and Social Implication: In the future, tourism communication management in Chachoengsao Province should strategically embrace modern and expansive approaches. This includes implementing contemporary and wide-reaching tourism communication methods, such as: Organizing Online Events, Metaverse Technology, Artificial Intelligence (AI), Virtual Reality (VR) and Augmented Reality (AR) Technologies, Web 3.0 Technology, Customer 360º Technology, Internet of Things (IoT), 3D Printing and Blockchain Technology 3) Experts have the following consensus opinions as in projecting the future vision of tourism communication management in Chachoengsao Province (2024-2027), it is envisioned to be carried out through the concept of oneness, encompassing physical oneness, biological oneness, psychological oneness, and sociological oneness. This will leverage the province's potential across various aspects, including infrastructure, transportation, cultural heritage related to tourism, economic positioning, livability, and the residents' love for their province Originality/Value: In this process, the planning stage is crucial, requiring clarity and precision. Additionally, effective tourism communication management in Chachoengsao Province will rely on an understanding of political strategies, laws, regulations, and alignment with the opinions of the local population. Two-way communication channels, especially online platforms such as websites, social media (Facebook, Instagram, Twitter, LINE OA, TikTok, Pantip, LinkedIn, YouTube), and advanced technologies including AI, touchless payment systems, and smart tourism concepts.

Leveraging data prediction and early warning systems, the platform enables proactive planning, enhancing the overall preparedness for potential disasters.

EU Member States’ Institutional Twitter Campaigns on COVID-19 Vaccination: Analyses of Germany, Spain, France and Italy

The development of an effective vaccine against the SARS-CoV-2 coronavirus became the hope for halting the spread of the disease. In recent years, social networks have become important tools for political and strategic communication in the dialogue with citizens. Therefore, the messages emitted through them were important to address vaccine hesitancy and achieve collective immunity. This paper analyses the use of Twitter by politicians and institutions in EU Member States during the first fifty days after the Commission's marketing authorisation of the first COVID-19 vaccine (21 December 2020 to 8 February 2021). To do so, a triple approach content analysis was carried out (quantitative, qualitative and discursive on feelings) applied to 1913 tweets published by the official profiles of the prime ministers, health ministers, governments and health ministries of Germany, Spain, France and Italy, the four most populous EU countries. The results point out that politicians and institutions gave preference to other issues on their political agenda over vaccine-related issues. Moreover, previous research hypotheses, such as those related to the underutilization of the Twitter tool as a two-way communication channel with citizens, are validated.

Public earthquake communication in Italy through a multi-source social media platform: The INGVterremoti experience (2010–2022)

Communicating scientific information about earthquakes is an important and delicate issue in countries like Italy, where seismic risk is high. Furthermore, continuous and scientifically sound communication is needed, especially in recent times when social media have amplified the risk of being biased by misinformation, fake news and conspiracy theories. For this reason, we have developed a communication strategy for earthquake science and risk in Italy, mostly based on social media. The INGVterremoti platform was born between 2010 and 2012 with the goal of increasing scientific information released to the public, and also establishing a two-way communication channel between scientists and citizens. In the past 12 years, the INGVterremoti platform has gained trust and popularity, increasing the number of involved people, which amounts today to several hundred thousand. The platform consists of a coordinated suite of social media channels and a blog-magazine, where updates on ongoing earthquake sequences and posts on scientific topics are continuously published. Our end users are mostly citizens, but also authorities and media. Special attention has been given to interactions with the public, especially on our Facebook page, in order to understand their information needs, identify rumors and fake news, particularly in areas affected by seismic sequences, and address the most pressing requests. In this paper we describe the INGVterremoti strategy, the different media that we use, focusing on their strengths and weaknesses. We concentrate on the experience, carried out in the last few years, of the publication of provisional information on ongoing earthquakes, a long-standing issue strongly requested by our followers. The INGVterremoti platform has played a fundamental role in many seismic sequences of the past 12 years in Italy, starting from the Emilia sequence in 2012, to the central Italy one, started with the deadly earthquake of 24 August 2016 and still ongoing. Besides the periods of high attention after strong earthquakes, we used the INGVterremoti social media as a tool for releasing continuous and sound information to the public, and as a way to involve citizens in the communication arena.

Corporate accountability during crisis in the digitized era

PurposeDespite an increasing trend in adoption of social media by for-profit organizations and their chief executive officers (CEOs), there is little understanding of how these new channels of communication are incorporated into the broader communication domain of a firm to discharge accountability during a crisis, when accountability is of critical importance. More importantly, research on how people perceive a crisis and voice their opinions to firms and CEOs on social media in reaction to that crisis is rather limited. Therefore, in this study the authors investigate these questions.Design/methodology/approachThis study is based on a case. The authors focus on the biggest data breach in Internet history in a pioneer technology firm, the Yahoo data breach. The authors conduct descriptive and dramaturgical analyses informed by Goffman to investigate how Yahoo manages its several front stages (communication channels), including social media during and after the Yahoo data breach announcements, and how people respond to the Yahoo's front stage management.FindingsThe results show that, during this crisis, Yahoo engages in management of its front stages by first limiting them to a few, then by redrawing the line between its back and front stages, and finally by expanding its front stages to include two-way communication channels, including social media. An ongoing accountability process back stage guides Yahoo's management of its front stages and undermines Yahoo's accountability in front stages. However, social media audiences challenge Yahoo's control of its front stages by using various frames to make sense of the crisis, and to demand accountability.Originality/valueThis study furthers the understanding of how social media platforms are positioned in a firm's broader communication channels during a crisis. It also enhances understanding of accountability demand, especially during critical times in a digitized era.

Overview of the COVID-19 text mining tool interactive demonstration track in BioCreative VII.

The coronavirus disease 2019 (COVID-19) pandemic has compelled biomedical researchers to communicate data in real time to establish more effective medical treatments and public health policies. Nontraditional sources such as preprint publications, i.e. articles not yet validated by peer review, have become crucial hubs for the dissemination of scientific results. Natural language processing (NLP) systems have been recently developed to extract and organize COVID-19 data in reasoning systems. Given this scenario, the BioCreative COVID-19 text mining tool interactive demonstration track was created to assess the landscape of the available tools and to gauge user interest, thereby providing a two-way communication channel between NLP system developers and potential end users. The goal was to inform system designers about the performance and usability of their products and to suggest new additional features. Considering the exploratory nature of this track, the call for participation solicited teams to apply for the track, based on their system’s ability to perform COVID-19-related tasks and interest in receiving user feedback. We also recruited volunteer users to test systems. Seven teams registered systems for the track, and >30 individuals volunteered as test users; these volunteer users covered a broad range of specialties, including bench scientists, bioinformaticians and biocurators. The users, who had the option to participate anonymously, were provided with written and video documentation to familiarize themselves with the NLP tools and completed a survey to record their evaluation. Additional feedback was also provided by NLP system developers. The track was well received as shown by the overall positive feedback from the participating teams and the users. An ICT architecture for enabling ancillary services in Distributed Renewable Energy Sources based on the SGAM framework

Smart Grids are electrical grids that require a decentralised way of controlling electric power conditioning and thereby control the production and distribution of energy. Yet, the integration of Distributed Renewable Energy Sources (DRESs) in the Smart Grid introduces new challenges with regards to electrical grid balancing and storing of electrical energy, as well as additional monetary costs. Furthermore, the future smart grid also has to take over the provision of Ancillary Services (ASs). In this paper, a distributed ICT infrastructure to solve such challenges, specifically related to ASs in future Smart Grids, is described. The proposed infrastructure is developed on the basis of the Smart Grid Architecture Model (SGAM) framework, which is defined by the European Commission in Smart Grid Mandate M/490. A testbed that provides a flexible, secure, and low-cost version of this architecture, illustrating the separation of systems and responsibilities, and supporting both emulated DRESs and real hardware has been developed. The resulting system supports the integration of a variety of DRESs with a secure two-way communication channel between the monitoring and controlling components. It assists in the analysis of various inter-operabilities and in the verification of eventual system designs. To validate the system design, the mapping of the proposed architecture to the testbed is presented. Further work will help improve the architecture in two directions; first, by investigating specific-purpose use cases, instantiated using this more generic framework; and second, by investigating the effects a realistic number and variety of connected devices within different grid configurations has on the testbed infrastructure.

Investor communication channels: the case of e-mail and corporate websites – mutually exclusive or complementary?

PurposeThe aim of this study was threefold: to examine companies' e-mail handling performance, to ascertain whether companies' view corporate websites and respond to e-mail requests as mutually exclusive or complementary, and finally to gauge the strategic importance of retail investors.Design/methodology/approachThe findings are based on an analysis of the corporate websites and e-mail handling performance of the 77 smallest companies listed on a South African stock exchange. A “mystery investor” approach was employed to measure companies' e-mail handling performance in terms of responsiveness, timeliness and relevance of responses. A disclosure score was calculated for each company based on a content analysis of corporate websites.FindingsThe opportunity for improvement exists, as evidenced in the fact that only 53% of companies responded to an e-mail request from a retail investor. The results suggest that corporate websites and the e-mail functionality are not used in isolation but as complementary. Although the results suggest that companies neglect retail investors, companies that provided a dedicated investor relations (IR) contact address prioritised both their corporate websites aimed to a wide range of stakeholders, as well as responding to an e-mail request received from a retail investor.Originality/valueThis study contributes to research on the association between one-way and two-way communication channels, aimed at retail investors. It is the first study to explore these relationships using data from the smallest companies listed on the stock exchange of an emerging economy.

An Efficient Framework for Securing the Smart City Communication Networks.

Recently, smart cities have increasingly been experiencing an evolution to improve the lifestyle of citizens and society. These emerge from the innovation of information and communication technologies (ICT) which are able to create a new economic and social opportunities. However, there are several challenges regarding our security and expectation of privacy. People are already involved and interconnected by using smart phones and other appliances. In many cities, smart energy meters, smart devices, and security appliances have recently been standardized. Full connectivity between public venues, homes, cares, and some other social systems are on their way to be applied, which are known as Internet of Things. In this paper, we aim to enhance the performance of security in smart city communication networks by using a new framework and scheme that provide an authentication and high confidentiality of data. The smart city system can achieve mutual authentication and establish the shared session key schemes between smart meters and the control center in order to secure a two-way communication channel. In our extensive simulation, we investigated and evaluated the security performance of the smart city communication network with and without our proposed scheme in terms of throughput, latency, load, and traffic received packet per seconds. Furthermore, we implemented and applied a man-in-the-middle (MITM) attack and network intrusion detection system (NIDS) in our proposed technique to validate and measure the security requirements maintaining the constrained resources.

Radio communication channel characteristics estimation in the marine environment

The results of data processing obtained in the course of full-scale experiments on the transmission of a short-wave radio signal in the marine environment using special ball antennas are presented. The capacity of the radio communication channel in the modulation frequency band is estimated. Statistical estimates of signals and noises are obtained, which make it possible to calculate decision-making thresholds based on the theory of statistical radio engineering. It is concluded that it is possible to create a two-way voice radio communication channel between mobile underwater objects. PUBLIC COMMUNICATION MODEL OF THE SIDOARJO REGENCY GOVERNMENT IN FACING THE NEW NORMAL COVID-19

Changing the policy from Large-Scale Social Restrictions (PSBB) to the “new normal” policy during the Covid-19 pandemic requires effective and targeted public communication. Therefore, this study aims to analyze and describe the implementation of the Crisis and Emergency Risk Communication (CERC) model in the public communication of the Sidoarjo Regency government during the new normal period in the Covid-19 pandemic. The method used in this research is a qualitative study, with data sources from interviews analyzed using the CERC model. The results showed that the Sidoarjo Regency government's public communication was mainly done through social media, websites, and outdoor-indoor publications in the form of banners. However, this public communication model is not by the needs of the heterogeneous Sidoarjo community, especially with the unequal distribution of media literacy. Thus, the necessary public communication is through community participation with two-way communication channels, persuasive interpersonal communication, as well as group and organizational communication, in accordance with the CERC model.

It Was Trial by Fire: Recommendations for Building a Stronger Nursing Home Workforce After COVID-19

The COVID-19 crisis showed the urgent need for a unified, well-supported nursing home workforce. The objective of this qualitative study was to examine the lived experience of certified nursing assistants (CNAs) and administrators during COVID-19 to identify best practices moving forward. Six administrator interviews and 10 remote focus groups with CNAs at 5 nursing homes (N=56) were examined through directed content analysis. Based on priorities identified by CNAs and administrators, the following practices may be most impactful: 1) ongoing and responsive staff training; 2) transparent, direct, and two-way communication channels; 3) prioritizing hiring permanent staff to avoid shortages and reliance on agency staff; 4) building collaborative staff-management relationships; 5) providing flexible job benefits; 6) providing staff-centered emotional support resources; and 7) appraising COVID-19 innovations. Our results suggest that rather than returning to “business as usual,” nursing homes can draw on these lessons to build a more sustainable workforce and industry.

The Revista Ştiinţifică "Vasile Adamachi" and its role in forming national and international scientific awareness of Greater Romania, 1910-1933.

The Revista Ştiinţifică "Vasile Adamachi" (1910-1948) had aimed since its first edition to disseminate the newest achievements of science to the interested general public with the explicit intention of building national consciousness and solidarity that would forward Romania's natural powers through science. Even though the editors of the journal had complained constantly that their efforts to promote the national scientific movement were making slow progress, they maintained their openness toward the international state of research by publishing notes and reviews of the main scientific developments worldwide. Caught between those two ideals (that of a Romanian science and of keeping up with the international scientific scene), the journal reflects the struggles, the difficulties, but also the successes of the individual researchers, acting as a two-way communication channel between science producers and consumers. It provides us with a valuable insight into the Self versus Other perception in a time when contact between the Romanian and Western European cultures was beginning to consciously evolve from mere imitation of a dominant power to the incorporation of fragmented foreign categories. It is a perfect example of 'patchwork', in which the native and foreign elements coexisted in a continuous process of redefining and reshaping the newly formed national identity.

A Real-Time Monitoring Platform for Distributed Energy Resources in a Microgrid—Pilot Study in Oman

This article presents the development of a platform for real-time monitoring of multi-microgrids. A small-scale platform has been developed and implemented as a prototype, which takes data from various types of devices located at a distance from each other. The monitoring platform is interoperable, as it allows several protocols to coexist. While the developed prototype is tested on small-scale distributed energy resources (DERs), it is done in a way to extend the concept for monitoring several microgrids in real scales. Monitoring strategies were developed for DERs by making a customized two-way communication channel between the microgrids and the monitoring center using a long-range bridged wireless local area network (WLAN). In addition, an informative and easy-to-use software dashboard was developed. The dashboard shows real-time information and measurements from the DERs—providing the user with a holistic view of the status of the DERs. The proposed system is scalable, modular, facilitates the interoperability of various types of inverters, and communicates data over a secure communication channel. All these features along with its relatively low cost make the developed real-time monitoring platform very useful for online monitoring of smart microgrids.

COVID-19 Precautionary Measures and Type 1 Diabetes Patients in Saudi Arabia

AimTo minimize the spread of COVID-19, the Kingdom of Saudi Arabia (KSA) enforced a nationwide lockdown. We aimed to explore whether the manner in which Saudi patients with type 1 diabetes (T1D) manage their disease has changed during this unparalleled lockdown. MethodsAn online survey exploring the effect of lockdown on T1D outcomes was distributed among T1D patients residing in KSA during lockdown. ResultsA total of 1010 patients responded to the survey. Around 40% reported communicating with their physicians during lockdown. Age, level of education, residence, previous visits to diabetes education clinics, last HbA1c value, and average monthly income were all significantly associated with communication with the treating physician (p = 0.008, p < 0.001, p < 0.001, p = 0.002, p < 0.001, and p < 0.001, respectively). Age, level of education, and average monthly income were significantly associated with experiencing severe hypoglycemia (p = 0.036, p = 0.03, and p < 0.001, respectively), while average monthly income and level of education were significantly associated with experiencing diabetic ketoacidosis (DKA) (p < 0.001 and p = 0.0039, respectively); during lockdown. Patients who communicated with their physicians reported lower rates of severe hypoglycemia compared to those who did not (25.2% vs 30.7%, respectively). ConclusionAge and level of education were significantly associated with communication with the treating physician, and experiencing severe hypoglycemia and DKA; in patients with T1D during the lockdown period in Saudi Arabia. Keeping two-way virtual communication channels between physicians and their T1D patients should be encouraged.

Surface Electromagnetic Wave-Based Wireless Communication System for Mines

The paper discusses the advantages and shortcomings of resonance and single-frequency single-wire induction communication systems for mines. The issues of creating a magnetic induction communication system based on the twin transmission line (the MIKON-Tel queuing system) and the prospects for using small antennas to arrange two-way communication channels through the rock have been considered. The possibility of creating a multichannel queuing system for subscribers, which operates in a wide frequency band using a twin induction transmission line and small ferrite resonator antennas, is shown. The antenna designs used for magnetic induction communication in mines have been considered. High level of radio frequency signals has experimentally been proven when using a twin line and small antennas. The specific signal attenuation along the route in the coal mine was 4 dB/km. The results obtained prove the fundamental possibility of designing multichannel induction communication systems with a guaranteed communication range of over 4 km from the base station.

Exploring expert perceptions about the cyber security and privacy of Connected and Autonomous Vehicles: A thematic analysis approach

Connected and Autonomous Vehicles (CAVs) constitute an automotive development carrying paradigm-shifting potential that may soon be embedded into a dynamically changing urban mobility landscape. The complex machine-led dynamics of CAVs make them more prone to data exploitation and vulnerable to cyber attacks than any of their predecessors increasing the risks of privacy breaches and cyber security violations for their users. This can adversely affect the public acceptability of CAVs, give them a bad reputation at this embryonic stage of their development, create barriers to their adoption and increased use, and complicate the business models of their future operations. Therefore, it is vital to identify and create an in-depth understanding of the cyber security and privacy issues associated with CAVs, and of the way these can be prioritised and addressed. This work employs 36 semi-structured elite interviews to explore the diverse dimensions of user acceptance through the lens of the well-informed CAV experts that already anticipate problems and look for their solutions. Our international interviewee sample represents academia, industry and policy-making so that all the key stakeholder voices are heard. Thematic analysis was used to identify and contextualise the factors that reflect and affect CAV acceptance in relation to the privacy and cyber security agendas. Six core themes emerged: awareness, user and vendor education, safety, responsibility, legislation, and trust. Each of these themes has diverse and distinctive dimensions and are discussed as sub-themes. We recommend that mitigating the cyber security and privacy risks embedded in CAVs require inter-institutional cooperation, awareness campaigns and trials for trust-building purposes, mandatory educational training for manufacturers and perhaps more importantly for end-users, balanced and fair responsibility-sharing, two-way dynamic communication channels and a clear consensus on what constitutes threats and solutions.
