Defying Predatory Capital: Embracing Beauty, Resisting Ugliness, and Striving for Freedom

Research has explored the role of capitalist markets in the configuration of society and as social determinants. However, some niche markets have been taken by a form of capital, conceptualized as “predatory”, that has sought maximum benefit without caring for the social consequences of their activity on beauty, ugliness, freedom, and the overcoming of gender violence. This study addresses this gap by examining how “predatory capital” exploits various aspects of human life, including relationships, art, and music, by promoting ugliness over beauty. Through historical examples such as the tobacco industry's manipulation of women's liberation to promote smoking, this article reveals the detrimental tactics employed by predatory capital. It explores how the nightlife industry coerces youth into harmful behaviors through coercive dominant discourse, perpetuating toxic relationship dynamics and limiting individual freedom. Additionally, the study presents how the music industry reinforces harmful stereotypes and behaviors. Finally, it exposes how pseudo-theories, like those promoted by Foucault, are utilized to justify and perpetuate sexual violence, hindering progress towards freedom, gender equality, and social justice. This interdisciplinary analysis sheds light on the negative impact of predatory capital on human relationships, culture, and society, emphasizing the importance of critical awareness and resistance against its exploitative practices.

Implementation of Cigarette Plain Packaging: Triadic Reactions of Consumers, State Officials, and Tobacco Companies-The Case of Saudi Arabia.

Objectives: In August 2019, Saudi Arabia started implementing plain packaging for cigarettes. Three months later, an opposing campaign on twitter using an Arabic hashtag “the new smoke” gained momentum amongst smokers. The purpose of this study is to document this opposing campaign’s timeline and describe consumers, government, and tobacco industry rhetoric. Methods: We created a timeline of the campaign events then performed online social listening of Arabic twitter hashtags related to the campaign. Results: Campaigners mainly complained of an unfavorable new taste in cigarette packs with plain packaging. The messaging developed to accusations to government entities and neighboring countries, and then after threats to boycott tobacco companies. The campaign received a significant amount of media coverage and elicited an official response from a number of Saudi government bodies, such as the Saudi Food and Drug Authority and Ministry of Commerce and Investment. Conclusion: This case points at a need for risk communication training, possible tobacco industry manipulation, and a need to gain consumer trust with evidence-based messaging techniques. The case of cigarette plain packaging adoption in Saudi Arabia serves as an example to other countries of potential consumer interaction, tobacco industry interference, and state official counter-reactions.

Standardised packaging, minimum excise tax, and RYO focussed tax rise implications for UK tobacco pricing.

BackgroundStandardised packaging for factory made (FM) and roll your own (RYO) tobacco was fully implemented in the UK in May 2017. Around the same time, several changes to the tax system were applied (a Minimum Excise Tax (MET) for FM products and tax increases weighted towards RYO products). The tobacco industry claims that standardised packaging will lower prices (a disincentive for quitting) by commoditising the product, yet had itself taken advantage of the previous tax regime to achieve large profits from premium brands while also keeping some products’ prices relatively low. Here we evaluate the impact of standardised packaging, the MET and the RYO focussed tax changes on price and industry profitability.Methods and findingsNielsen electronic point of sale (EPOS) data (May 2015 to April 2018) were used to calculate real (inflation adjusted) monthly price per stick overall, by cigarette type (FM and RYO) and by seven market segments. Trend estimation, using additive mixed models, assessed weighted average price (weighted by volume of sales) and tobacco industry net revenue changes. The beginning and end of the data series were compared in terms of: (a) average monthly price growth, (b) average monthly net revenue growth, and (c) undershifting and overshifting patterns after tax changes. FM and RYO real prices changed little over the 3-year period—overall prices rose by about 1p per stick. There was no evidence of commoditisation with prices of all FM segments (but not RYO) rising faster after the implementation of standardised packaging than immediately beforehand. The prices of the cheapest FM brands rose with the implementation of the MET. RYO price increases did not close the gap to FM pricing levels despite RYO focussed tax increases. Tax changes following the implementation of standardised packaging and the MET were more widely and quickly passed on to smokers in the form of higher prices than the tax change pre-implementation. The main limitations are first that because we do not know the exact mechanism by which Nielsen scales up sample data to provide UK estimates, we could only use data for a set three year period during which the same adjustments are made. Second, the tax and standardised packaging events were sometimes too close in time to separate their consequences statistically. Third, tobacco prices may also be affected by external factors such as changes in smokers’ disposable income or availability of electronic nicotine delivery systems.ConclusionsThere was no long-term lowering of tobacco prices after the implementation of standardised packaging as predicted by the industry. The introduction of the MET was successful in increasing the price of the cheapest FM cigarettes and narrowing the price gap between FM brands. The RYO tax increases were, however, insufficient to narrow the price gap between RYO and FM. Overall, undershifting became less extensive indicating that tobacco industry manipulation of the tax system which had previously kept cheap products available had declined. This suggests that standardised packaging and a MET will likely contribute to further declines in UK tobacco use.

Tobacco advertising, promotion and sponsorship in entertainment media: a phenomenon requiring stronger controls in the Eastern Mediterranean Region

Tobacco use and placement of tobacco products in television (TV) productions and movies is a way to promote tobacco use while avoiding tobacco advertising bans that exist in most countries. The fact that such productions are broadcast widely and viewed by millions, including children and young people, is of concern. This paper reviews the evidence on the use of tobacco advertising, promotion and sponsorship (TAPS) in TV and films in the Eastern Mediterranean Region and the ways to combat it. Evidence from Egypt shows considerable and increasing use of tobacco products by actors on screen, including female actors, in programmes aired during Ramadan in 2015-2017. A study of Iranian movies in 2015 showed that tobacco scenes in Iranian movies were increasing. In 2014, the WHO Regional Office for the Eastern Mediterranean held a consultative meeting on TAPS in drama. The consultation recommended regulating the tobacco presence in movies and TV through complete implementation of Article 13 of the WHO FCTC, and raising the issue to the WHO FCTC Conference of the Parties. In 2016, the Conference of the Parties called on parties to consider scaling up the implementation of WHO FCTC Article 13 and monitoring the use of TAPS in entertainment media in accordance with national legislation. A comprehensive approach is essential to end the tobacco industry's use of TV productions and movies to promote their products.

A Qualitative Analysis of Selected Stakeholders' Viewpoints on Tobacco Control in Nigeria.

Nigeria is a signatory to the Framework Convention on Tobacco Control. However, tobacco control efforts have been fraught with challenges. These challenges cannot be presumed to be independent of tobacco industry manipulation. We examined submissions and viewpoints from prominent tobacco control stakeholders across social, administrative, and political strata to identify convergence with tobacco industry viewpoints. We illustrate how these convergences pose a threat to effective tobacco control in Nigeria. A thematic analysis of stakeholder viewpoints was conducted on submissions to the national assembly during the Tobacco Control Bill public hearings and various industry documents. Areas of convergence with tobacco industry narratives were then explored. Significant convergence in views was observed between government agencies, social groups, and the tobacco industry. These were for narratives on constitution of a National Tobacco Control Committee, use of automated vending machines, designation of smoking areas, report to regulatory agencies, and negative effect of tobacco control on trade and poverty. There was evidence of tobacco industry interference in tobacco control efforts, which manifested in some prominent tobacco control stakeholders adopting the narratives of the tobacco industry. We advocate a constant watchfulness over the activities of these stakeholders and a proactive engagement with evidence-based antitobacco dialogue.

Undermining government tax policies: Common legal strategies employed by the tobacco industry in response to tobacco tax increases

Effective tobacco tax increases reduce tobacco consumption, threatening the profitability of the tobacco industry. In response, the tobacco industry employs strategies to negate or minimize the full effects of tobacco tax increases. By interacting with various government agencies and non-governmental organizations we identified seven such strategies: stockpiling, changing product attributes or production processes, lowering prices, over-shifting prices, under-shifting prices, timing of price increases, and engaging in price discrimination and/or offering promotions. Each strategy is described in terms of the motivation for their employment, the consequences for tobacco use and tax revenue, and measures to counter them. Country case studies illustrate the successful execution of the strategies and possible government responses.Many of the tobacco industry's responses to tobacco tax increases are predictable, since they are being employed systematically across countries. Governments can and should adopt appropriate measures to eliminate or reduce tobacco industry manipulation. This requires systematic data collection in order to monitor tobacco industry behavior.

The origins of personal responsibility rhetoric in news coverage of the tobacco industry.

The tobacco industry consistently frames smoking as a personal issue rather than the responsibility of cigarette companies. To identify when personal responsibility framing became a major element of the tobacco industry's discourse, we analyzed news coverage from 1966 to 1991. Industry representatives began to regularly use these arguments in 1977. By the mid 1980s, this frame dominated the industry's public arguments. This chronology illustrates that the tobacco industry's use of personal responsibility rhetoric in public preceded the ascension of personal responsibility rhetoric commonly associated with the Reagan Administration in the 1980s.

Understanding the emergence of the tobacco industry's use of the term tobacco harm reduction in order to inform public health policy

ObjectivesTo explore the history of transnational tobacco companies’ use of the term, approach to and perceived benefits of ‘harm reduction’.MethodsAnalysis of internal tobacco industry documents, contemporary tobacco industry literature and 6 semistructured interviews.ResultsThe 2001 Institute of Medicine report on tobacco harm reduction appears to have been pivotal in shaping industry discourse. Documents suggest British American Tobacco and Philip Morris International adopted the term ‘harm reduction’ from Institute of Medicine, then proceeded to heavily emphasise the term in their corporate messaging. Documents and interviews suggest harm reduction offered the tobacco industry two main benefits: an opportunity to (re-) establish dialogue with and access to policy makers, scientists and public health groups and to secure reputational benefits via an emerging corporate social responsibility agenda.ConclusionsTransnational tobacco companies’ harm reduction discourse should be seen as opportunistic tactical adaptation to policy change rather than a genuine commitment to harm reduction. Care should be taken that this does not undermine gains hitherto secured in efforts to reduce the ability of the tobacco industry to inappropriately influence policy.

Tobacco industry manipulation of tobacco excise and tobacco advertising policies in the Czech Republic: an analysis of tobacco industry documents.

The Czech Republic has one of the poorest tobacco control records in Europe. This paper examines transnational tobacco companies' (TTCs') efforts to influence policy there, paying particular attention to excise policies, as high taxes are one of the most effective means of reducing tobacco consumption, and tax structures are an important aspect of TTC competitiveness. TTC documents dating from 1989 to 2004/5 were retrieved from the Legacy Tobacco Documents Library website, analysed using a socio-historical approach, and triangulated with key informant interviews and secondary data. The documents demonstrate significant industry influence over tobacco control policy. Philip Morris (PM) ignored, overturned, and weakened various attempts to restrict tobacco advertising, promoting voluntary approaches as an alternative to binding legislation. PM and British American Tobacco (BAT) lobbied separately on tobacco tax structures, each seeking to implement the structure that benefitted its own brand portfolio over that of its competitors, and enjoying success in turn. On excise levels, the different companies took a far more collaborative approach, seeking to keep tobacco taxes low and specifically to prevent any large tax increases. Collective lobbying, using a variety of arguments, was successful in delaying the tax increases required via European Union accession. Contrary to industry arguments, data show that cigarettes became more affordable post-accession and that TTCs have taken advantage of low excise duties by raising prices. Interview data suggest that TTCs enjoy high-level political support and continue to actively attempt to influence policy. There is clear evidence of past and ongoing TTC influence over tobacco advertising and excise policy. We conclude that this helps explain the country's weak tobacco control record. The findings suggest there is significant scope for tobacco tax increases in the Czech Republic and that large (rather than small, incremental) increases are most effective in reducing smoking.

The price paid: Manipulation of otolaryngologists by the tobacco industry to obfuscate the emerging truth that smoking causes cancer

Our objectives were to explore the multifaceted campaign by the tobacco industry to enlist otolaryngologists in support of their efforts to reassure consumers that cigarettes were safe, and to elucidate the incentives that led so many leading otolaryngologists to give testimony denying a causal linkage between tobacco use and head and neck cancer. Historical analyses. Recent litigation has exposed for public viewing a huge trove of internal tobacco industry documents. These documents include correspondence files, internal memoranda, research solicitations, grant agreements, records of payments, marketing plans, and testimony by otolaryngologists on behalf of tobacco interests in court proceedings, before congressional committees, and at U.S. Federal Trade Commission hearings. Evidence shows that marketing divisions of major tobacco companies systematically sought to use the authority and prestige of otolaryngologists to support their promotional efforts. Industry documents reveal widespread collaboration by leaders in the field through conducting research and giving well-compensated testimony favorable to tobacco interests. Invariably, industry-funded research showed tobacco in a favorable light. The industry also sought to influence otolaryngologists with free cigarettes, elegant dinners, and hospitality booths at conventions. In revealing this unfortunate period in our history, we by no means intend to diminish the memory of distinguished leaders whose tobacco involvements were certainly more acceptable by the standards of their own time. Rather, by exposing the pervasive tobacco industry manipulation of scientific research for commercial purposes we seek to encourage vigilance by contemporary researchers who might consider seeking funding from an industry that places the pursuit of profits above the well-being of its customers.

Perceived effectiveness of tobacco countermarketing advertisements among young adults.

To measure relative effectiveness of tobacco countermarketing advertisements by category and emotive execution style among young adults. Participants (n=1011) from 2 US 4-year colleges, one southern and one northern were surveyed before and after viewing advertisements in one of 3 categories: social norms, health consequences, or tobacco industry manipulation and with 4 emotive execution styles: drama, testimonial (negative emotive) and humor, sarcasm (positive). Health consequences and negative emotive advertisements were rated significantly most persuasive. This is the first study to support the effectiveness of tobacco countermarketing advertisements emphasizing the negative emotive health consequences of smoking among young adults.

Tobacco Industry Knowledge of the Role of Menthol in Chemosensory Perception of Tobacco Smoke

Sensory perception is a key determinant of smoking behavior and, therefore, reinforcement and addiction. The tobacco industry has conducted extensive research on the chemosensory and physiological effects of menthol in tobacco smoke and has actively promoted menthol's sensory characteristics. Based upon previously published examinations of internal tobacco industry documents, this commentary summarizes what is currently known about the tobacco industry's use of menthol to modify sensory characteristics in cigarettes and the implications of these activities for smoking behavior. The industry considers menthol to be an important tool for modulating the sensory effects of nicotine in different product variations, particularly those designed to be acceptable to "starters" or people interested in quitting. Regulatory efforts should consider that menthol enables the tobacco industry to customize a highly addictive product in a manner that contributes to initiation and deters cessation due to its chemosensory effects.

The Power of Theme and Language in Multi-Cultural Communities

ABSTRACT This article reports on an experiment conducted that tested anti-tobacco advertising strategies aimed at a bicultural Mexican-American youth audience. The direct effects of three advertising themes (negative health consequences, social norms against smoking, and tobacco industry manipulation) and three language executions (English, Spanish, and “Spanglish”) on adolescent Hispanics9 evaluations of the advertisements were examined using a multilevel modeling approach. Additionally, participant-level measures for acculturation and tobacco-related attitudes and behaviors as potential moderators were included. Although all the tested advertisements were viewed favorably, results suggest that a negative health theme may be most effective in a community-wide campaign because it evokes the least amount of counter-arguing among smokers while, at the same time, eliciting positive evaluations from nonsmokers. Results also support the use of either Spanglish or English in the design of anti-tobacco advertising aimed at Mexican-American youths. The study contributes to practical knowledge by examining these factors in stimuli with a high level of ecological validity.

Assessing the TARES as an Ethical Model for Antismoking Ads

This study examines the ethical dimensions of public health communication, with a focus on antismoking public service announcements (PSAs). The content analysis of 826 television ads from the U.S. Centers for Disease Control and Prevention's (CDC) Media Campaign Resource Center is an empirical testing of Baker and Martinson's (2001) TARES Test that directly examines persuasive messages for truthfulness, authenticity, respect, equity, and social responsibility. In general, the antismoking ads score highly on ethicality. There are significant relationships between ethicality and message attributes (thematic frame, emotion appeal, source, and target audience). Ads that portrayed smoking as damaging to health and socially unacceptable score lower in ethicality than ads that focus on tobacco industry manipulation, addiction, dangers of secondhand smoke, and cessation. Emotion appeals of anger and sadness are associated with higher ethicality than shame and humor appeals. Ads targeting teen/youth audiences score lower on ethicality than ads targeting adult and general audiences. There are significant differences in ethicality based on source; ads produced by the CDC rate higher in ethicality than other sources. Theoretical implications and practical recommendations are discussed.

The Influence of Tobacco Countermarketing Ads on College Students’ Knowledge, Attitudes, and Beliefs

Objective: To determine which antitobacco messages were perceived effective in changing college students’ knowledge, attitudes, and beliefs about tobacco use. Participants: College students (n = 1,020) were surveyed before and after viewing 4 30-second antitobacco advertisements in 1 of 3 theme categories—social norms, health consequences, or tobacco industry manipulation. Methods: An independent samples t test was used to test for differences in the mean responses to the knowledge, attitude, and belief questions at posttest by smoking status and gender. Results: Health consequences ads significantly increased overall knowledge and negative attitudes and beliefs. Conclusion: Findings from this study may help health educators who work in college settings and other young adult settings to include media messages as part of a comprehensive tobacco control program.

Tobacco industry manipulation messages in anti-smoking public service announcements: The effect of explicitly versus implicitly delivering messages

Message content in anti-smoking public service announcements (PSAs) can be delivered explicitly (directly with concrete statements) or implicitly (indirectly via metaphor), and the method of delivery may affect the efficacy of those PSAs. The purpose of this study was to conduct an initial test of this idea using tobacco industry manipulation PSAs in adolescents. A 2 (age: 11–14 years old; 15–17 years old) × 2 (message delivery: implicit, explicit) mixed model design was used. There was a significant main effect of message delivery: Tobacco industry manipulation PSAs that delivered their messages explicitly were associated with stronger levels of smoking resistance self-efficacy compared to tobacco industry manipulation PSAs that delivered their messages implicitly. No significant main effects of age were found nor were any interactions between age and message delivery. These results suggest that message delivery factors should be taken into account when designing anti-smoking PSAs.
