MECHANISMS FOR ENSURING SUSTAINABLE DEVELOPMENT OF REGIONS UKRAINE AND STRENGTHENING THE CAPACITY OF TERRITORIAL COMMUNITIES IN THIS PROCESS

The article examines the problems of implementing structural transformations in relation to the priority tasks of local self-government in ensuring the capacity of territorial communities for economic development at the regional level in the public administration system. It was established that in such conditions, local authorities must deeply understand the peculiarities of the dynamics of local economic development, possess the necessary knowledge, information, skills and experience to ensure greater competitiveness of their communities in the complex world of new realities. Today, they cannot wait for decisions «from above», but must independently solve their local development issues – creating new jobs, increasing employment of the population, attracting investments, increasing the income of local budgets, improving the quality of life, developing public works and infrastructure.
 It has been highlighted that in recent years in the developed countries of the world, there have been significant changes in the practice of planning the development of territorial communities (local development) and these changes relate to three areas: the levels of government responsibility for the implementation of territorial development planning have changed. Territorial communities assumed almost all responsibility for the local situation, for the level of quality of work, education, recreation and life in the community; the methodology of implementing the local development management process has changed. All activities of communities are subordinated to the strategy, which is created and executed by the community, which is implemented through permanent planned project activities subordinated to the strategy; there was a change in the management entity. Through partnership and inter-municipal cooperation, cities began to independently expand the space of their influence in the region, creating local factors of competitive advantages, forming joint projects to increase competitiveness (transport corridors, industrial parks, public-private partnerships, clusters, etc.).
 It was found that local development, or the development of territorial communities in highly developed countries of the world, is directly related to»local economic development». In fact, local economic development is an objective and complex multifaceted process, it refers to a relatively complete socio-economic unit in which all aspects of the life of society are manifested. The phenomenon of "local economic development" arose as a result of globalization processes, which are becoming the main factors in the future development of the world economy. Analyzing the capacity of the community, the importance of understanding the essence and content of the object of research, the legal nature of the concept of «community» was determined. The development of an administrative-territorial unit depends primarily on an efficient, effective, self-development oriented community. And the state must justify the possibilities of development and the framework of the functioning of such a community in the normative and legal aspect.

ОСОБЕННОСТИ СТРАТЕГИЧЕСКОГО ПЛАНИРОВАНИЯ УСТОЙЧИВОГО РАЗВИТИЯ СЕЛЬСКИХ ТЕРРИТОРИАЛЬНЫХ СИСТЕМ

Based on the analysis of existing studies of foreign and domestic scientists concerning strategic planning, the article attempts to substantiate the necessity of changing the approach to strategic planning of rural territorial systems development. It is offered to lay in a basis of the given process a principle of collective participation with attraction to working out of the purposes of stable development of local community which role in the conditions of transition to strategy of stable development gets the increasing importance. 
 Considering the interests of the local community and its involvement in the process of working out the strategy of development of the territorial system of which it is a part, will allow them to determine their future and to solve those problems which are the most significant for the certain territory.

CHARACTERISTICS OF THE EDUCATIONAL COMPONENTS OF THE IMPLEMENTATION OF THE PhD PROGRAM IN THE SPECIALTY OF GEODESY AND LAND SURVEYING

It has been proven that the development and implementation of educational programs that shape the educational space and the possibilities of ensuring territorial development at various levels are of particular importance for training a qualified specialist. In this context, the characterization of the educational components of the implementation of PhD programs in geodesy and land management is a relevant and timely issue. The implementation of the PhD educational program is aimed at training a highly qualified, competitive specialist in the field of geodesy and land management by deepening and improving theoretical knowledge and practical skills, professional skills in the field of architecture and construction in the field of geodesy and land management, improving language and philosophical competences, forming the ability to conduct research and creation of modern systems of geospatial support and land use for the development of cities and regions. As a result of the study, the educational components of the implementation of the PhD program in geodesy and land management were characterized. Within the framework of the educational and scientific program, it is proposed to additionally characterize the components of the territorial development of land use in the regions. In particular, geospatial components are defined, where cartographic support, directions and possibilities of application of geoinformation systems and technologies are characterized, territorial, functional, socio-economic factors are distinguished. Urban planning, investment and ecological factors of territorial development of land use in the region are characterized. The educational components of the implementation of the PhD program in geodesy and land management are characterized. Competences are defined, which allows for the formation of a systematic approach to the training of specialists. It should be noted that the implementation of the educational program is formed through a range of issues related to the training of highly qualified specialists who are able to formulate and solve complex scientific and practical tasks in the field of geodesy and land management and implement the results of scientific research. Features of the application of the program include the possibility of taking into account the directions and features of territorial development and the efficiency of land use at the regional level. Mastering the presented program allows you to form an educational environment that takes into account the possibilities of using modern geodetic and geospatial tools, the provisions of the theoretical and methodological platform, and is aimed at ensuring the territorial development of the region and increasing the efficiency of land use. The land code of 1922 as the basis of modern land legislation

The level of land management science and the scale of its practical application is one of the weighty indicators of the economic potential of any country. Unfortunately, we have to state that sustainable development is currently interpreted only in the context of economic growth, which actually minimizes the role of social and environmental factors. Until now, the assessment of the natural and environmental factor has not been included in the economic turnover at the macro level. This distorts the assessment of national wealth, hinders the correct analysis of the directions and mechanisms of economic development. At the same time, the founders of modern land management science were characterized by a clear understanding of the laws of the functioning of the economy as a whole. They paid a lot of attention to the structural and technological inefficiency of the Soviet economy, which led to huge losses and irrational use of natural resources. It is these problems that have become the most acute in our days, not only for Russia, but for the whole world. The ideas laid down during the creation of the RSFSR Land Code of 1922 are still relevant today. It is necessary to take into account the existing historical experience of land and property transformations and on the basis of them to form fresh ideas to improve the strategic planning of territorial development in the new reality, to improve the quality of agricultural land, update the norms of land allocation, to adjust projects, programs, strive to optimize solutions to land management tasks and social problems of cadastral activity (reform).

Use of gis technologies for geodesic assessment of land resources and cadastral activities

The article is devoted to the study of the implementation of geodetic innovations in the field of land management and cadastral activity. Modern technologies and their impact on the optimization and efficiency of work in the specified areas are considered. The main attention is paid to the methods of geographic information systems, their application for accurate mapping, data analysis and territorial development planning. The purpose of this article is to research and evaluate the use of the latest geodetic solutions in land and cadastral management, as well as to reveal the advantages and potential of their application to optimize the management of land resources. Used: analytical method, cartographic method, mathematical method, methods of digital automated processing of space images. Further research in the field of land management and cadastral activity can be directed to the development of new methods of processing and interpreting geodetic data using artificial intelligence and machine learning, adapting geoinformation systems to the needs of regional land management, in particular, to monitor climate changes, ensure food and water resources. The article can be useful for specialists in the field of land management, cadastre, as well as for everyone who is interested in innovative technologies in geodesy.

Theoretical principles of restoration of the competitiveness of territorial communities and regions

The article examines the theoretical aspects of ensuring the economic growth of territorial communities and regions of Ukraine. The set of problems that arise in certain regions and territories and negatively affect the dynamics of their socio-economic development is analyzed. The necessity of forming conceptual strategies for restoring the competitiveness of territorial communities in modern conditions is suggested. Approaches to understanding the essence of the concept of territorial competitiveness and its importance for the formation of territorial economic development plans are considered. Factors that directly affect the level of competitiveness of the regions of Ukraine are studied, among the key ones are the level of infrastructure development, the level of technological development of the region, the quality of the human capital of the region, etc. The problems that arise in regions and territorial communities, and which have a critical impact on the state of their competitiveness, are identified. A number of destructive factors have been identified that, under the influence of negative market dynamics formed as a result of the war, reduce the current state of competitiveness of territorial communities. Such factors include the lack of proper infrastructure, shortage of financial and material resources, decrease in the quality of life of the population, and others. The necessity of forming conceptual strategies for restoring the competitiveness of territorial communities and regions of Ukraine in the process of post-war development of the national economy was determined. Ways of improving the development of regional infrastructure through specialized targeted state programs, raising the level of education and professional training of the population, attracting investments on the basis of private-state partnership, etc. are proposed. The importance of continuing institutional changes in the field of local self-government to ensure the effective restoration of the competitiveness of regions and territorial communities has been proven. A set of theoretical provisions regarding the provision of solutions to the problems of socio-economic development of territorial communities and regions on the basis of ensuring the restoration of their competitiveness through the implementation of projects of regional significance on the basis of sustainable development are considered.

Arranjos de governança para a sustentabilidade socioambiental na implementação de grandes projetos de infraestrutura na Amazônia brasileira

Abstract This article explores governance arrangements’ conditions to attend socio-environmental demands from local communities in the context of megaprojects. Specifically, we investigate how the causal conditions “social participation effectiveness,” “political entrepreneurs,” “governmental coordination,” “public budget,” “political priority,” and “administrative capacity” are mobilized in sustainable territorial development plans - governance arrangements to attend socio-environmental demands - in the context of infrastructure megaprojects in the Brazilian Amazon. We applied Mill’s method of difference to compare the role of these conditions in processing five socio-environmental demands claimed in the context of the implementation of the Belo Monte hydroelectric plant and paving BR-163. The results indicate that the relevance of these conditions depends on context, and only the condition “social participation effectiveness” was shared by all the successful cases.

Proposal of a Multi-Criteria Model for the Evaluation of Territorial Development Plans: An Application in Chile's Lagging Areas.

The evaluation of Territorial Development Plans (TDP) is a challenge most Latin American countries face. The problem arises in establishing a model to evaluate TDP that meets the criteria and indicators established in a national policy or regulatory framework under local needs. This study proposes an application to evaluate the TDP of the lagging areas in Chile based on the AHP multi-criteria methodology. This methodology allows to objectively unify the evaluation of the different plans, combining the different dimensions, objectives, scales, and judgments of the experts present in the evaluation process without sacrificing the quality, reliability, and participation of the actors involved. The model is flexible to changes in the criteria, as it can be updated according to the needs over time. An efficient and effective tool is provided to support decision-makers in formulating better development plans to bridge the gaps in territorial groups with high vulnerability.

Land Cover Dynamics along the Urban–Rural Gradient of the Port-au-Prince Agglomeration (Republic of Haiti) from 1986 to 2021

The landscape of the Port-au-Prince agglomeration in the Republic of Haiti has undergone profound changes linked to (peri-)urban expansion supported by rapid demographic growth. We quantify the land cover dynamics along the urban–rural gradient of the Port-au-Prince agglomeration using Landsat images from 1986, 1998, 1999, 2010, and 2021 coupled with geographic information systems and landscape ecology analysis tools. The results show that over 35 years the acreage of the urban zone increased seven-fold while that of the peri-urban area increased five-fold, to the detriment of the rural zone, which was reduced by 14%. The dynamics of the landscape composition along the urban–rural gradient are characterized by a rapid progression of built-up and bare land in urban and peri-urban zones and by fields in the rural zone, in contrast to the more accentuated regression of vegetation in the peri-urban zone. The landscape of the study area has undergone significant changes due to the high demand for housing resulting from rapid population growth, in the context of a lack of territorial development planning by public authorities. This impacts the sustainability of socio-economic and ecological processes in an area where populations are highly dependent on plant resources. Our results underline the necessity to orient territorial development planning in urban, peri-urban and rural zones through an integrated and participatory approach.

2022: ECONOMIC TRENDS, ACTUALIZATION OF NATIONAL SECURITY FACTORS IN THE SYSTEM OF MACRO-LEVEL STRATEGIC PLANNING

The world economic trends of 2021, characterized by recovery growth, are characterized. At the same time, there are still risks of market imbalance, rising inflation, and widening income gaps between various social groups of the population. The pressure of economic sanctions on the Russian economy is increasing. A brief description of the Russian economic results of 2021 is given. The achieved growth of economic indicators was facilitated by the favorable conjuncture of world commodity prices. At the same time, high inflation expectations remain for the conditions of 2022. A decline in world commodity prices is forecast. At the government level in 2021, measures were taken to develop a set of strategic initiatives for the socio-economic development of the country until 2030. At the same time, the problems of improving the quality of public administration remain relevant. Recommendation on strengthening the role of the national security strategy planning are given. Proposals are formulated to improve the guality of strategic planning of socio-economic and territorial development at the federal level

Leveraging knowledge discovery and knowledge visualization to define the “inner areas”: an application to an Italian province

Purpose Starting from a critical analysis of the main criteria currently used to identify marginal areas, this paper aims to propose a new classification model of such territories by leveraging knowledge discovery approaches and knowledge visualization techniques, which represent a fundamental pillar in the knowledge-based urban development process. Design/methodology/approach The methodology adopted in this study relies on the design science research, which includes five steps: problem identification, objective definition, solution design and development, demonstration and evaluation. Findings Results demonstrate how to exploit knowledge discovery and visualization to obtain multiple mappings of inner areas, in the aim to identify good practices and optimize resources to set up more effective territorial development strategies and plans. The proposed approach overcomes the traditional way adopted to map inner areas that uses a single indicator (i.e. the distance between a municipality and the nearest pole where it is possible to access to education, health and transportation services) and leverages seven groups of indicators that represent the distinguishing features of territories (territorial capital, social costs, citizenship, geo-demography, economy, innovation and sustainable development). Research limitations/implications The proposed model could be enriched by new variables, whose value can be collected by official sources and stakeholders engaged to provide both structured and unstructured data. Also, another enhancement could be the development of a cross-algorithms comparison that may reveal useful to suggest which algorithm can better suit the needs of policy makers or practitioners. Practical implications This study sets the ground for proposing a decision support tool that policy makers can use to classify in a new way the inner areas, thus overcoming the current approach and leveraging the distinguishing features of territories. Originality/value This study shows how the availability of distributed knowledge sources, the modern knowledge management techniques and the emerging digital technologies can provide new opportunities for the governance of a city or territory, thus revitalizing the domain of knowledge-based urban development.

The Western region of Ukraine in the circumstances of contemporary challenges of globalization: strategic development planning in the context of approaching to the EU

The article is devoted to the peculiarities of the regional development of Ukraine in the modern challenges of globalization. The main factors determining the nature and quality of strategic planning in different regions of Ukraine include the consequences of military aggression by Russia and the geopolitical changes caused by it on the European continent. New opportunities are open for the oblasts of the Western Region of Ukraine, given the prospect of further rapprochement between Ukraine and the EU. The main features of the current stage of globalization and European integration in the context of their impact on changing the principles and directions of regional development strategy in Ukraine are outlined. The peculiarities and nature of the impact of current global transformations on the development of individual regions of Ukraine are analyzed. The article notes that the specifics of the functioning of the regional economy in the current situation are determined primarily by tasks related to the logistics of the Ukrainian army. It is important to create appropriate conditions for the relocation of businesses from regions close to the war zone, as well as to provide the necessary social and economic support to internally displaced persons. The main global threats to the oblasts of the Western Region of Ukraine are caused by the rupture of traditional economic ties and increasing international competition for natural, financial, and human resources. The priority directions of adaptation of local governments and business circles of the Western Region of Ukraine to modern challenges of globalization are based on more effective use of European integration potential. The article includes suggestions for state authorities of Ukraine on priority areas for improving the principles and mechanisms of strategy at the regional level. It emphasizes the importance of implementing the model of end-to-end strategic planning of territorial development, starting from the State Strategy of Regional Development and ending with strategic development plans of individual communities. Strategies at the supraregional, regional, and subregional levels should be intermediate. In addition, the strategic plans of the respective territories should be implemented through sectoral programs for several years. The priority directions of improvement of the territorial strategizing system in the Western Region of Ukraine are developed.

МАРКЕТИНГ ТЕРИТОРІЙ: ПІДВИЩЕННЯ ІНВЕСТИЦІЙНОЇ ПРИВАБЛИВОСТІ

The investment component in territorial marketing is in many respects dominant, determining the possibilities of human capital development and innovative growth of the economy, although, at the same time, the attractiveness for investors depends on factors of the quality of the territory. In this aspect, it is relevant to study the issues of investment attraction in regional development within the framework of territorial marketing. The work examines the marketing of territories from the standpoint of increasing the competitiveness of the country's national economy, in particular, the implementation of development potential in the field of investment attraction. The study determined the features of the development of an attractive investment environment of the territories with the aim of ensuring the efficiency of life and the competitiveness of the system. The article examines the features and mechanisms of attracting investors within the framework of the marketing concept. The purpose of the article is to develop the principles of effective use and management of the territory by implementing a system of tools for attracting and increasing the efficiency of the use of investment flows as a tool for marketing the territory, which increases the efficiency of processes and allows to stimulate the subjects of the territory. The conducted research aims to prove the thesis that territorial marketing is an important element of accelerating the development of regions through the activation of the local community, as well as building connections and a sense of identity among its residents. The object of this study is to define a system of tools for attracting and increasing the efficiency of the use of investment flows as a tool for marketing the territory, which increases the efficiency of processes and allows to stimulate the subjects of the territory. The authors determine the importance of the social, ecological and economic effect for the territory and its territorial community as an important criterion for the activation of the investment component in the marketing planning of territorial development and building relationships with potential investors.

EXPERIENCE OF LAND USE DEVELOPMENT PLANNING AT THE LOCAL (MUNICIPAL) LEVEL IN THE EUROPEAN UNION

The article examines the development of theoretical and methodological approaches and practical recommendations for improving the ecological and economic foundations of land management and land management at the local level in the example of the European Union. In practice, regional, spatial, strategic, landscape, and integrated types of land use development planning are most often used in the European Union. With the development of the market economy of European society, environmental problems arose, which prompted the development of landscape planning, both landscape-ecological and socio-economic aspects of territorial development. The experience of landscape planning was introduced in Germany, which later became used in almost all European countries. The study and direct comparison of existing landscape planning systems in different European countries, and their reduction to several basic features are not possible and impractical because these systems are very different. This is due to a number of reasons: history, features of political systems, cultural traditions, level of economic development, the nature of legal systems and property relations. Landscape planning in the European Union is going to be one of the tensest areas of activity in the future, and Ukraine must take an active part in this process.

Stakeholder participation in local governance as a key to local strategic development

In the past decade, the issue of stakeholder participation has been researched in the context of sustainable development. Indeed, new approaches to sustainable development point out the role of relationship-building with stakeholders and search for suitable tools how to involve stakeholders in the local strategic development. This paper deals with stakeholder participation at the local self-government level and its development. As such, it presents results obtained by a research conducted in the conditions of the Slovak Republic. The first primary research was carried out in 2009-2011 on a sample of 100 local self-governments, the second primary research was repeatedly carried out in 2011 - 2013 with a sample of 286 municipalities. This data was complemented by secondary data sources and primary data collection by the Delphi method among experts in the fields of public administration, public policy, economics and regional development. The analysis reveals potential opportunities for the development of local governance instruments with an emphasis on the involvement of stakeholders in local policy and strategic planning of territorial development in a typical post-socialist country of the Central and Eastern European region.

Participation and Bridging: Involving Etrepreneurs in the Management of the EU Rural Economy

It has been proved that the implication of the European experience in the development of the rural economy in Ukraine is seen as a necessary attribute of the implementation of its ambitions to participate in the global process of sustainable development. It is emphasised that the asset of EU member states in forming the imperatives of sustainable development is to enhance the role and ensure the participation of all stakeholders in the management of the rural economy. The content of the stakeholder-oriented approach is characterised, and its imperatives in the context of agricultural management are identified. It has been substantiated that the stakeholders of rural economic development are any individuals, communities, groups, or institutions interested in the effective results of this process, which either directly affect them, or which they influence. Identified groups of rural development stakeholders: local government (public sector); business (private sector); household sector; non-governmental non-profit organisations (civil society). They influence or may be affected by decisions of any level of management hierarchy that should be taken into account under the conditions of configuration of their strategic orientations in mechanisms of management of the rural economy. To assess the degree and strength of the impact of stakeholders on the development of the rural economy, an appropriate matrix was formed, which allowed to determine their interests and possible strategic interactions in terms of key, secondary, supportive and passive groups of stakeholders. This is necessary to predict both the partnership and the competitive nature of cooperation, as stakeholders have (potentially have) different interests (economic, social, environmental, informational) and limited or unevenly distributed resources to implement these interests (financial, labour, intellectual, innovative, technological, informational, property, personnel, administrative, etc.). The profile of interests and influence of stakeholders on the development of the rural economy was built with a focus on the territorial community as an object of local impact. The mechanisms and features of attracting entrepreneurs as key stakeholders in rural economy management on the basis of bridging, the principles of which provide systematic, consistent, and well-established cooperation towards the implementation of common strategic objectives, interests, and goals of the rural economy. The possibilities of strategic partnership through the inclusive participation of all stakeholders in the implementation of projects and territorial development plans are outlined. The advantages of implementation in Ukraine of the European experience of attracting stakeholders in management of rural economy have been proven.

СТРАТЕГІЧНЕ ПЛАНУВАННЯ РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД

Досліджено здійснення стратегічного планування розвитку територіальних громад, визначено напрями його удосконалення в Україні, до яких віднесено: оновлення нормативно-правової бази здійснення стратегічного планування розвитку територіальних громад; організацію чіткої системи взаємодії органів державної влади та органів місцевого самоврядування щодо здійснення стратегічного планування розвитку територіальних громад; залучення до розробки та реалізації стратегій підготовлених фахівців, які повинні знати функції, процеси, принципи та методи стратегічного планування розвитку територіальних громад, вміти здійснювати стратегічне планування, розв’язувати сучасні проблеми розвитку територіальних громад в Україні. Необхідним постає підготовка, перепідготовка й підвищення кваліфікації уповноважених на здійснення стратегічного планування розвитку територіальних громад в Україні задля підвищення якості підготовки ефективних управлінських рішень в процесі стратегічного планування, вивчення та використання українського й зарубіжного досвіду щодо визначення цілей, стратегічних пріоритетів і конкретних заходів з їх реалізації при підготовці стратегій розвитку територіальних громад, та щодо проведення моніторингу, оцінки ефективності та результативності їх реалізації. Огляд та аналіз найкращих практик здійснення стратегічного планування розвитку територіальних громад сприятиме забезпеченню якості підготовки управлінських рішень, посиленню їх ролі в процесі стратегічного планування, прийняттю різноманітних ефективних управлінських рішень в органах місцевого самоврядування в процесі стратегічного планування. В умовах глобальних викликів необхідним постає подальше удосконалення механізмів стратегічного планування розвитку територіальних громад в Україні, що потребує нових наукових пошуків.

Subject. Participation of stakeholders in the development of strategies for the socio-economic development of the region and municipalities. Topic. Justification of the necessary organizational support for the participation of steakholders in the development of regional and municipal strategies. Methodology. The method of organizational modeling, which is in demand in justifying the composition of the key tasks of the development of regional and municipal strategies, in the solution of which the participation of stakeholders is in demand, and in determining the tools that support it. Results. The composition of the key tasks for the development of regional and municipal strategies, in which the participation of stakeholders is in demand, is proposed, and the tools that provide it are identified. Scope of application. The practice of developing strategies for the socio-economic development of regions and municipalities. Conclusions. The proposed organizational support for the participation of stakeholders in the development of regional and municipal strategies will increase their role in solving key tasks of strategic planning of territorial development, the level of validity of the results. Between pacification and dialogue: Critical lessons from Colombia’s territorial peace

Colombia's peace process prioritised conflict-torn geographies ostensibly suffering from historical state absence. We examine the origins and afterlives of this 'territorial' peace using discourse analysis, archival research and field interviews. The state-initiated agenda exceeded the objective of structuring negotiations with FARC guerrillas, pointing to the transformative potential of social dialogue. The negotiating parties co-sponsored participatory rural development forums, which attracted numerous collectives. These diverse actors' visionary proposals to address neglected claims and conflicts influenced the government's and FARC's respective discourses, ultimately informing the 2016 peace agreement. Yet, state priorities for peace centred on international legitimation and post-conflict infrastructure development to accelerate foreign investment in export-oriented mining, oil extraction, and agri-business. The beleaguered FARC challenged government's narratives while struggling to rebuild organisational legitimacy and prevent fragmentation. Subsequent disappointments with fraught territorial development plans, a new government's securitization of peace programmes, and continuing violence mar the post-agreement period. Prior contributors to participatory forums have joined contentious actions against neglectful austerity, extractivist maldevelopment and targeted assassinations. Thus, we argue that Colombia's international lessons may reside less in governmental pacification programmes - the potential of state-sponsored participatory dialogues notwithstanding - than in resilient (post-)conflict communities open to exercising their peace imagination while remaining mobilised against new-and-old violences. Furthermore, the territorial peace saga illustrates productive overlaps between critical peace geographies and socio-territorial analysis - especially the territorial restructuring induced by neoliberal economic policies, the violent multiple territorialities of differentiated state presence in geographical peripheries and pluriversal struggles against ontological occupation addressed herein.
